- Description
- The U.S. Coast Guard (USCG) Office of Shore Forces has a requirement for contractor-provided training. The contractor will conduct the USCG national Vessel Traffic Service (VTS) certification course approximately five (5) times per year and update the curriculum annually. The USCG is planning an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for VTS certification training. The IDIQ contract will have a base year and 3 option years. The required training will not exceed sixty (60) student quotas within each 12-month period. The USCG curriculum will provide USCG employees with comprehensive training in tasks performed by vessel traffic management watch standers. The contractor must be accredited by the International Association of Maritime Aids to Navigation and Lighthouse Authorities (IALA) to train students in VTS operations. Courses will be held at the contractor's facility. The contractor is also required to have Traffic Management System simulation equipment which is essential to train VTS personnel in the fundamentals of vessel traffic management operations. Having conducted market research, USCG believes that this training is unique and available from only one source. Therefore, USCG intends to solicit this requirement on a sole-source basis in accordance with section 6.302-1(b)(1)(ii) of the Federal Acquisition Regulation.
