- Statement of Work Solicitation HSFLGL-13-Q-00013 GUEST LECTURER Provide Guest Lecturer services in the following training programs: Law Enforcement Mangers Leadership Training Program (LEMTP) - 1. LEMTP-301: October 30-November 8, 2012 2. LEMTP-302: January 29 -February 7, 2013 3. LEMTP-303: April30- May 9, 2013 4. LEMTP-304: August 20-29, 2013 Internal Affairs Investigations Training Program- 1. IAITP-301: January 14-18, 2013 2. IAITP-302: April15-19, 2013 3. IAITP-303: August 26-30, 2013 CLASS AUDIENCE: Provide leadership and investigative training to federal, state, and local law enforcement officers. REQUIRED CLASS INSTRUCTION: Provide Federal legal topical areas training via lecture, table top, and/ or laboratory exercises. Lecture consists of four-hour lecture during the eight-day LEMTP and the five-day IAITP. The presentation will focus on building strong misconduct investigations from the perspective of the employee's legal representative. Lecture shall consist of detailed information, in-depth discussion, and questions and answers regarding the "Defense Perspective." KNOWLEDGE, SKILLS, and ABILITIES: The guest lecturer shall have the practical experience, educational requirements and knowledge of Federal labor relations law, as it applies in the area of federal employment law, administrative law and appeals, specializing in federal personnel matters. The nature of this training and its target audience requires that the lecturer have an extensive background as a practicing attorney in actually litigating federal employment law cases, in MSPB appeals, EEOC hearing and trials in the U.S. District Court. Based on this specialized area of expertise, the FLETC requires proof of experience in these specific areas of law, policies, and guidelines for a minimum of 10 years. NOTE: Funds are subject to FAR 52.232-18, Availability of Funds. SAM / CCR / ORCA Requirement - No action is required for all interested vendors previously certified with the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS) which has been migrated into the new System for Award Management known as SAM. All updates and new registrations must be completed in SAM.gov.
