- NASA/GSFC has a requirement for a consultant to provide technical advice to the Global Precipitation Measurement (GPM) Project. GPM requires the services of a consultant to provide technical advice to the GPM Project. The consultant will provide advice and prepare documentation in the following areas: Launch Vehicle Interface Control Drawing (LV ICD). Dual-frequency Precipitation Radar (DPRs) accommodation on GPM spacecraft. Impact of piggybacks on GPM spacecraft. Preparation of transportation of GPM spacecraft and all necessary equipment to support GPM launch. The consultants expertise in the above areas must be recognized as accurate and reliable that is based on actual experience from working with Japan Aerospace Exploration Agency (JAXA) and Mitsubishi Heavy Industries (MHI) on DPR, LV on Tropical Rainfall Measuring Mission (TRMM) and GPM missions. The consultant performing these functions should be a senior engineer with a minimum of 12 years experience. The consultant shall prepare and deliver the following to the GPM Project: A brief report summarizing the consultants activities during the calendar month, submitted by the 15th day of the succeeding month. Provide written recommendation on topics of specific interest to Project related to LV, DPRs and Piggybacks as needed. Trip reports and reports after international travel. NASA/GSFC intends to purchase the items from Clyde Woodall, pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. Mr. Woodall possesses the education and experience in launch services, which makes him uniquely qualified to be a consultant for the OPM project. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on August 21, 2012. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a statement which shall be considered by the agency.
