Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisitions (OA), on behalf of the National Institute of Dental and Craniofacial Research (NIDCR), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Miltenyi Biotec, Inc., 2303 Lindberg Street, Auburn, CA 95602-9027 for the following equipment: -CliniMACS Prodigy System This project is to purchase a CliniMACS Prodigy System from Miltenyi Biotec, Inc. As an integrated cell processing device, the CliniMACS Prodigy can handle all current technical requirements for manufacturing cellular products by automation of the complete process in a functionally closed environment. This leads to automated, standardized cell manufacturing processes enabling innovative cellular therapies for routine use. The CliniMACS Prodigy is equipped with an innovative Cell Processing Unit for the fully automated washing and fractionation of cells by centrifugation. An onboard camera and image recognition software automatically determines the optimal cell fractionation endpoint by discerning the macroscopic layers of the source cell product. For example, peripheral blood is automatically separated into erythrocytes, white blood cells and plasma layers. The CliniMACS Prodigy also has an integrated cell cultivation chamber which efficiently accomplishes complex cell culture protocols - for example, cell differentiation and expansion, antigen loading, and long-term cell culture. Input ports allow for the sterile removal and replenishment of media and cells can be monitored using an integrated microscope. The sole source justification is based on the fact that the equipment is proprietary to Miltenyi Biotec and only the manufacturer is authorized to perform maintenance or repair. Having any third party provide maintenance would invalidate the equipment's warranty. And replacement parts must be compatible with existing equipment. This equipment has unique properties of isolating cells, transducing cells, incubating cells, and washing cells, all within the same piece of equipment, thereby avoiding potential contamination. The delivery date is ninety (90) days from date of contract award. The delivery point is the National Institutes of Health (NIH), National Institute of Dental and Craniofacial Research (NIDCR), Bethesda, MD. The North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 500. This solicitation is set aside for small businesses. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-60 (July 26, 2012). Interested parties may identify their interest and capabilities in response to this synopsis by August 20, 2012 at 9:00am Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
