- Solicitation SB1341-12-RQ-0656 Applicable Provisions and Clauses Solicitation SB1341-12-RQ-0656 SB1341-12-RQ-0656 Statement of Work Past Performance Information Questionnaire THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519. This requirement will be competed as a Total Small Business Set Aside under the associated small business size standard of $25 million. The Government anticipates the award of a firm-fixed-price purchase order to the offeror that offers the best value to the Government using the tradeoff method, in accordance with the evaluation factors for award described in the attached solicitation document. The National Institute of Standards and Technology (NIST), a non-regulatory agency of the Department of Commerce, is responsible for providing standards and technology to protect information systems against threats to the confidentiality, integrity, and availability of information and services in order to build trust and confidence in information technology (IT) systems. With a new and re-energized national emphasis on information security, the NIST Computer Security Division (CSD) is uniquely positioned to ensure that new technologies are selected, deployed and operated in a manner that does not increase the risk to organizational missions, individuals, and the Nation. The purpose of this requirement is to procure contractor support services to assist NIST in researching the topic, drafting, and issuing a draft and final version of a new Special Publication on Supply Chain Risk Management. All quotations shall be submitted electronically so that they are received at keith.bubar@nist.gov no later than August 27, 2012 at 12:00 PM Eastern Time.
