- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The Air Force Life Cycle Management Center Rapid Acquisition Cell intends to negotiate a sole source contract with National Technical Systems (NTS), Inc., located at HWY 274 Bldg K5 Blandy Road, Camden, AR 71701-7104 to execute hazard classification testing and environmental qualification testing of Griffin missiles. The contract will result in a Cost Plus Fixed Fee (CPFF) contract that will be in place until the end of FY 2013. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 6.302-2. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals, however all responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of Offerors or potential Offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
