- Sources Sought Notice Power Purchase Agreement Tinker Air Force Base, Oklahoma City, OK 1. GENERAL INFORMATION. This is not a request for proposal (RFP). There is no RFP package to download. All information requested is to be submitted as per company standards. Tinker Air Force Base (TAFB), Oklahoma City, OK is planning to contract a power purchase agreement (PPA) with a private commercial firm to install, own, operate and maintain a landfill gas fed electrical co-generation station on property leased from TAFB. The generation station will provide continuous energy production through an existing dedicated pipeline from the landfill west of TAFB. Tinker currently anticipates awarding one (1) contract financed by the developer of the project. Tinker also anticipates that under this contract the standalone PPA agreement shall be negotiated with all renewable energy credits or any incentives to be passed on to TAFB. Additionally, Tinker currently anticipates that the contract will have a basic ordering period of twenty-five (25) years. Central Contract Registration (CCR) will be mandatory for this contract (see CCR website at www.ccr.gov). NAICS code for this requirement is considered to be 541330. 2. ANTICIPATED GENERAL SCOPE OF SERVICES. The contract is anticipated to provide a single or group of landfill gas fed generators to operate continuously over the life of the contract providing electricity and hot water suitable for use at Tinker Aerospace Complex (TACX) connected facilities. The generators shall be sited in the vicinity of TACX Central Utilities Plant with direct synchronous connection to the existing electrical and heating infrastructure. The contractor shall be responsible to meet all codes, standards and regulations governing the production of electricity and seasonal building heat including, but not limited to, environmental and safety requirements. 3. ADDITIONAL INFORMATION. There has not been any determination as to any specific size of generation, nor is there any specific requirement available for posting at this time. TAFB is told that the volume of continuously available fuel from the landfill is 2,000 cfm of 50% quality methane. Attached to this document is an analysis of the landfill gas taken in 2007. The responding party to this Request for Information is responsible for any and all updates to this information. The landfill is owned and operated by a third party resident on TAFB. The landfill gas is not a TAFB furnished or owned commodity. TAFB request the following informational responses from all interested parties. a. Would your company be interested in submitting a proposal considering the anticipated scope of work? If not, why? b. Would your company have sufficient experience in the anticipated scope that would allow the evaluator to assess your capability? If not, please explain. c. What is the minimum and maximum dollar value project for which your company would routinely consider submitting a proposal? d. What maximum capacity of work can your company reasonably manage while assuring effective program/project implementation and maintaining quality products? e. What is your company's business size? If you are a small business, do you also qualify under any of the sub-categories: 8(a), small disadvantaged business, woman-owned small business, veteran-owned small business, HUBZone small business, service disabled veteran-owned small business, and HBCU/MI? f. If you are a small business, would your company consider submitting a proposal as a prime contractor? g. Would your company participate in this acquisition with other firms as teaming members or joint ventures? What other teaming opportunities do you see for this acquisition? h. In which socio-economic programs does your company participate e.g. Indian Incentive, etc.)? What is the extent of your company's participation in these programs? i. What are the most critical criteria that would distinguish one company's capabilities to successfully participate in a PPA from another? Explain. j. Can your company provide multidiscipline facility and infrastructure design program support? k. Does your company have any other comments or suggestions that you would like to share with TAFB? 4. DELIVERY INFORMATION. All interested parties shall submit requested information to: AFSC/PZIOC, 7858 5th St., Tinker AFB, OK 73145 by 3:00 p.m., CST on 17 Sept 12. The outside of the package shall include the following identifying information: Power Purchase Agreement, Landfill Gas, Tinker Air Force Base.
