Description
This Sources Sought notice is issued for informational and planning purposes only. This is not a Request for Quote (RFQ) and it does not commit the Government to solicit or award an order now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research to identify qualified and interested sources that could provide the services stated. All businesses, large and small that are capable of performing the requirement indicated below are encouraged to respond to this notice. The information requested by this notice will be used within the Department of Homeland Security (DHS) to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. The contractor shall provide architectural and engineering requirements necessary to design the facility, systems, IT, security, and applications for site-specific spaces. Contractors shall incorporate the phasing of build out/occupancy of the site-specific spaces. Areas of support include requirements analysis, planning and design on an as needed basis. Duties include: Collection and maintenance of personnel and space programming data support; maintenance of current seating plans support; and furniture and facility relocation/move support. Support planning and requirements engineering for operating environment; Determine and document operational intent, key functions, critical adjacencies, and a seat and space program for the operating environment; Identify the site, or sites, and test fit site options, as required to support site selection; Develop a conceptual layout that shows room and furniture layouts; Following the operating environments approach, create a Design Intent Document (DID) that documents integrated requirements across facility, furniture, IT systems, and security; Review DID with all relevant end users and technical stakeholders for final approval; Develop analysis and decision support artifacts for Facilities, leadership, and Division technical leads in regard to operating environment initiatives. This support may include: development of decision support planning models; course of action development, analysis, and recommendation; feasibility studies; decision briefs; and white papers; Support the Facilities Team in managing and coordinating the implementation of operating environment initiatives. Specific implementation support activities for the operating environment initiatives include: Support site analysis and feasibility study activities to assist Facilities Team with site selection recommendations to DHS leadership; Support re-stack planning, "swing space" planning, and tenant move phasing; Develop and maintain critical path schedules (across disciplines); review, validate and report progress as requires; Review shop drawings, catalog cuts and sample submittals/re-submittals for accuracy; Review design documentation for completeness, accuracy, coordination with other trades, and conformance to plans and specifications; Review implementation contractor and furniture punch lists. Concerns that respond to this notice must fully demonstrate the capability to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Include your company's North American Industry Classification System (NAICS) code. Note: This Sources Sought Notice is open to large businesses, small businesses and all other social economic businesses.
