- Statement of Work Solicitation HSFLGL-13-Q-00014 GUEST LECTURER Guest Lecturer Services in the following training programs: 1. LESLTP-301, November 27- December 6, 2012 2. LESLTP-302, January 8-17, 2013 3. LESLTP-303, February 26- March 7, 2013 4. LESLTP-304, March 19-28, 2013 5. LESLTP-305, April16-25, 2013 6. LESLTP-306, May 14-23, 2013 7. LESLTP-307, June 4-13, 2013 8. LESLTP-308, July 9-18, 2013 9. LESLTP-309, July 30-August 8, 2013 10. LESLTP-310, September 10-19, 2013 11. XP LESLTP-301, June 18-27, 2013 (export - location to be determined) 12. XP LESLTP-302, August 13-22, 2013 (export - location to be determined) CLASS AUDIENCE: Provide Federal Labor Relations law training to federal, state, and local law enforcement officers. REQUIRED CLASS INSTRUCTION: Provide Federal legal topical areas training via lecture, table top, and/ or laboratory exercises. Lecture consists of eight hour lecture during the two-week LESLTP, for the course titled Managing the Federal Employee Discipline and Performance Process. Lecture shall consist of detailed information, in-depth discussion, and question and answers. SUPPLIES, EQUIPMENT, AND INFORMATION: The guest lecturer shall furnish originals of any PowerPoint, workbooks, student handouts, and other materials to enhance the training conducted for LESLTP students. The FLETC staff personnel must be able to inspect and approve any handouts prior to dispersal to the student audience. The FLETC staff will provide training space, classrooms, and other equipment for use by the guest lecturer. KNOWLEDGE, SKILLS, and ABILITIES: The guest lecturer shall have the practical experience, educational requirements and knowledge of Federal labor relations law, as it applies in the federal law enforcement environment. The nature of this training and its target audience requires that the lecturer have an extensive background as a practicing attorney in actually litigating federal employment law cases. The information being conveyed is not purely academic in nature, and does require experience as a first-line supervisor, mid-level manager and/or senior executive in supervising or managing a federal law enforcement or military workforce. Therefore, it is imperative that the lecturer have practical experience with the subject matter and relating to its use to law enforcement supervisory personnel. NOTE: Funds are subject to FAR 52.232-18, Availability of Funds. SAM / CCR / ORCA Requirement - No action is required for all interested vendors previously registered with the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS) which has been migrated into the new System for Award Management known as SAM. All updates and new registrations must be completed in SAM.gov.
