Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA) on behalf of the National Center for Advancing Translational Sciences (NCATS), NIH Chemical Genomics Center (NCGC) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Bio Sero, LLC 4202 Sorrento Valley Boulevard, Suite F, San Diego, California 92121-1414 for the purchase of the following brand name product: Part #:47090-A, Description:ATS-100 Acoustic Transfer System w/ Plate-Lifter/Single Location ASM, 110V Specifications • fluid viscosity: 0.05-5 cP • surface tension: 27-72 dynes/cm • density: 0.5-2.0 g/cm3 • transfer volume: 1.0-1,000 nL System Components • internal destination plate flipper and deionizer • Ethernet/connectivity data • real-time data collection & management system • internal coupling fluid circulation system • wellplate vision system Dimensions and facilities • electrical: 120 VAC, 50/60 Hz (U.S. & Japan) 230 VAC, 50 Hz (Europe) • clean dry air: 70-80 psi, 2 CFM • size (mm): 700 x 760 x 700 WxDxH • weight: 110 kg The sole source determination is based on the fact that this is a follow-on request. NCATS is currently utilizing this system. Their current matrix screening platform utilizes this system already. The two machines will be working in tandem to make matrix plates for a single assay it is necessary that they be the same system. This will allow interchanging plating and the use of the same consumables. As the assays run within the matrix screening program will be derived on plates made from two acoustic systems it is imperative that the systems be the same as to assure that there are no variations in volume of the primary agents during plating. Any such alterations can have drastic effects on the ultimate assay data. In addition, the Biosero ATS Acoustic Transfer System has the ability to accept customized software created at NCATS. The application of matrix plate creation by acoustic dispensing is novel and required custom software. The software that was coded at NCATS has been specifically designed for the Biosero ATS Acoustic Transfer System. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification Code (NAICS) is 541711and the Size Standard is 500 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested parties may identify their interest and capabilities in response to this requirement.
