- This synopsis is published as a "Sources Sought" for qualified small business concerns to provide engineering support to Hazardous Toxic and Radioactive Waste (HTRW) investigations and remediation on environmental programs and projects managed by the St. Louis District, U.S. Army Corps of Engineers, in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Responses must be received no later than 3:30 p.m. Central Time on 31 Aug 2012. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. The small business size standard for NAICS 541330 is $14Million average annual gross revenue. A major part of these programs and projects is the Formerly Utilized Sites Remedial Action Program (FUSRAP). FUSRAP sites involve low-level radioactive contaminated materials and may contain chemically contaminated materials from the processing/use of uranium in support of the Nation's early atomic weapons program. Geographic proximity includes: FUSRAP sites managed by the St. Louis District located in the metropolitan St. Louis area and the Iowa Army Ammunition Plant in Burlington, Iowa; as well as other geographical regions within the boundaries of the Mississippi Valley Division or other sites assigned to the St. Louis District. The services to be provided generally include the following: remedial design activities from conceptual up to and including detailed specifications and plans and drawings of sites under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Such designs would include excavation plans, restorations plans and all associated support plan documents. Responding firms should identify key management and technical personnel and their professional qualifications in disciplines such as civil engineering, environmental engineering, geology and other related and pertinent fields. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm's capabilities/experiences to perform the listed tasks. The capability statement is not to exceed 3 pages (front and back). The statement must provide a summary of relevant experience and knowledge that addresses the scope above. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought.
