Description of Services. [X] Services: This procurement is for GOOD Technology Software Licenses. GOOD is an email client for government smart phones that provides Federal Information Processing Standard (FIPS) 140-2 protection for data at rest and in motion. Additionally, the contractor shall provide software maintenance that provides continuous 24/7 access to product updates and upgrades; uninterrupted access to technical support via phone and email; and uninterrupted access to on-line technical resources. Authority Cited. [X] Other: Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(B), entitled "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized." 5. Reason for Authority Cited. [X] Explain need for brand name: GOOD Software is the only software application separated by a sandbox environment keeping Government data separated and protected in a FIPS 140-2 certified solution, providing the ability to encrypt data in a "rest" state and in data transit without relying on an active sync or its own device encryption. Further, GOOD is the only FIPS 104-2 certified solution (certificate #1247) approved by the Defense Information Security Agency (DISA), with a Security Technical Implementation Guide (STIG), for to use with Windows Mobile, iPhones, iPads, Palm OS, Nokia Symbian, and is currently the only solution approved by the VA Chief Information Officer (CIO) for use within the VA. 6. Efforts to Obtain Competition. Market research was conducted, details of which are in the market research section of this document. Although the Government is limiting competition as a result of specifying a brand name, there are multiple authorized resellers of the brand name services on the National Aeronautics and Space Administration Solutions for Enterprise-Wide Procurement (NASA SEWP) IV Government-wide Acquisition Contract (GWAC). Additionally, this Sole Source Justification and the Request for Quote (RFQ) will be submitted to all four (4) NASA SEWP IV GWAC groups in order to fully notify all interested parties. Any proposals received will be evaluated. Furthermore, in accordance with FAR 5.301 and 16.505(b)(2)(D)(1)(i), this action will be synopsized at award on the Federal Business Opportunity Page (FBO) and the justification will be made publicly available on FedBizOpps.gov within 14 days after award in accordance with FAR 16.505(b)(2)(ii)(D)(1). 7. Actions to Increase Competition. In order to remove or overcome barriers to competition in future acquisitions for this requirement, the Government will continue to conduct market research to ascertain if there are changes in the market place that would enable future actions to be competed. 8.Market Research. Market research was conducted by Technical Specialists from the VA Office of Information Technology on May 29, 2012 and by the Contracting Specialist between May 30, 2012 and June 4, 2012. The methods used and results are as indicated below: [X] The market research consisted of the following: On May 29, 2012, an internet search was conducted searching for software applications which could meet the Government's requirements. The only software application found to offer similar capabilities was "Pinecone" but after reviewing its specifications it was determined that it could not meet the Government's needs as it does not cover Windows mobile, cannot read SMIME encrypted messages, will not work with PIV/CAC cards, would require restructuring or in some cases replacing a significant portion of our mobile email infrastructure, add threats to the VA firewall, and is not authorized for use by the VA CIO. Additionally, A Request for Information (RFI) was issued on the NASA SEWP web portal to identify interested sources capable of providing the required BMC Software Maintenance Renewals. Two (2) responses were received, both capable of meeting the Government's needs, one (1) from Group A (Value Added Resellers and Original Equipment Manufacturers) and one (1) from Group B (Service Disabled Veteran Owned Small Businesses). Therefore, there is a reasonable expectation of competition on the NASA SEWP GWAC. 9. Interested Sources. [X] No other source has expressed written interest in supplying this item. 10. Technical Certification. I certify that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
