Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-12-084 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-60. The North American Industry Classification (NAICS) Code is 334519 and the business size standard is 500 employees. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Shimadzu Scientific Instruments - 7102 Riverwood Drive - Columba, MD 21046 two separate HPLC systems. The following products/items (with descriptions) are necessary for the configuration/operation of a Multi C Components HPLC and a separate Fluorescent Detector HPLC Multi Component system: 1. P/N: 220-91398-20: CBM-20A W/NETWORK SWITCH - QUANTITY (2) EA CBM-20A w/Ethernet Switch, Central communication and control module for the Prominence Series. System component via fiber optic cables for easy "plug and play" configuration. Internal web server offers convenient control and monitoring of the HPLC system through a web browser. Connector via Ethernet and RS-232C possible; Offers 8 Fiber Optic ports; 4 Events; 2 PC-55N A/D boards can be installed. Includes 4 port 10/100 Ethernet switch. VP and 10A Series modules w/a fiber optic port can be controlled by the CBM-20A. 2. P/N: 220-91405-25: LC-20AT QUATERNARY SOLVENT DELIVERY UNIT QUANTITY (1) EA LC-20AT pump with the Prominence LPGE valve unit installed for solvent selection or quaternary gradient formation. Utilizes serial design dual pistons for routine HPLC analysis at elevated flow rates up to 10 mL/min. Rinse kit for washing the plunger and seal is installed. Flow rates from 0.001 to 10mL/min; 3nL/step resolution; 47µL primary and 24µL secondary pump strokes with sapphire pistons; CBM-20A Lite can be installed; Graphite/Teflon® seals. 3. P/N: 228-45019-43: DGU-20A5R FIVE CHANNEL VACUUM DEGASSER - QUANTITY (1) EA Inline membrane degasser utilizing Teflon AF® for rapid degassing of HPLC mobile phases. Convenient 5th channel for degassing the autosampler rinse phase for optimum injection reproducibility performance. Maximum flow rate is 10mL/min per channel. 4. P/N: 220-91397-02: SIL-20AC UFLC AUTOSAMPLER W/INSTALLATION KIT - QUANTITY (2) EA High speed temperature controlled (4-40C), low carryover autosampler for analytical HPLC. Accommodates several vial sizes and titer plate formats for fast (10 sec.), accurate and precise HPLC sample injection. The needle in the flow path design coupled with patented material technology virtually eliminates carryover. SAMPLE CAPACITIES: 175 1 mL; 70 2 ml; 50 4 mL, 2 MTP (STD 96, DW 96 or STD 384); Control Rack accommodates 10 2mL vials; 0.1 to 100 µL inj vol; 6 nL/step metering pump motor resolution; 2nd Peltier unit for dehumidifying sample compartment. P/N: 228-45005-32: SPD-M20A PHOTODIODE ARRAY DETECTOR - QUANTITY (1) EA Variable slit width photodiode array detector with D2 and W lamps for a wavelength range of 190-800nm. The standard temperature controlled flow cell coupled with new noise reduction and optical processing technologies result in extremely low noise and a greatly extended linear range. Includes standard temperature controlled flow cell (9-50C Settable-Minimum is Ambient+5C); 1 cm path length; 10 µL volume; linear to 2.0 AU; D2 and W lamps can be lit simultaneously; 1,2 & 8 nm slit widths; slit switching possible. 6. Full-function, user-friendly workstation software for Shimadzu HPLC, designed to run in Windows 2000 Pro, Windows XP Professional (SP2/SP3) or Windows Vista Business. This package can control a single Shimadzu HPLC system from a personal computer and perform data acquisition, LC analysis report creation and data management. The software can be optionally scaled up to 4 instruments with up to 4 detectors each. LCsolution supports a networked environment and is equipped with GLP/GMP support and system management functions. With optional CLASS Agent, software includes built-in electronic record and signature functions that comply with the requirements of US FDA's 21 CFR Part 11. Temperature controlled flow cell provides excellent area %RSD since fluorescence is quenched at elevated temperatures. Cell cooling from ambient to 10C below ambient allows adequate cooling without condensation. Convenient lamp and cell installation from the front panel requires no positional adjustment. The lab requires a Multi C Components HPLC system at their Rockville, MD location) for analytical to semi-preparative scale work on peptides. Part of the work in the lab will be focused on peptidic toxins that inhibit ion-channels. These toxins are medium sized peptides that have to be isolated from natural sources or have to be synthesized and purified using peptides synthesis. Therefore for both these operations, regular access to an HPLC system w/a UV detector, auto sampler, a fraction collector and that is also capable of flow rates up to 8-10 ml./min. is required. The Shimadzu HPLC system meets the lab needs above as well as it can be reliably used from analytical purposed (flow rates ᷉1 ml. /min.), till all the way to semi-preparative purposes (5 ml. /min.). The HPLC has a Photodiode Array based detector that allows the spectrum to be recorded at each time point along an experiment. The lab also requires a separate Fluorescent Detector HPLC Multi Component system with a fluorescence detector for screening constructs of membrane proteins. In order to crystallize membrane proteins, it is essential to work with a construct that is well-behaved biochemically. The criterion that is usually used for judging this is the behavior on size-exclusion chromatography. A technique that facilitates this process is constructing fusions of candidate constructs with a naturally fluorescent protein. Working with a liquid chromatography system with a fluorescent detector enables tracking of the size-exclusion chromatographic behavior starting from very small amounts of cells that are used for heterologous overexpression of the proteins. This saves time and cost to do large scale overexpression and purification of all possible constructs. This is a very effective way of streamlining time and cost in membrane protein crystallography. The lab has extensive experience in successfully using the system from Shimadzu. Also both the Multi C HPLC and the Fluorescent Detector HPLC system use of the same software interface will make the ease of operation for the combined use of both the systems much better for the lab. These particular configurations for the systems are only offered through Shimadzu directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations however, all responses received, within twelve (12) days from the date of publication of this synopsis will be considered by the Government. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer.
