Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Oil and Gas Extraction Safety Program, Western States Office (WSO) Denver, CO, has a requirement for the development of two training videos specifically for the oil and gas extraction industry. This contract will help the National Institute for Occupational Safety and Health (NIOSH) to accomplish the goal of reducing occupational injuries and fatalities among one of the nation's highest-risk industries. This will be accomplished through the provision of professional video production services for the NIOSH Oil and Gas Extraction Safety and Health Program, which is managed out of the Western States Office (WSO) in Denver, CO. The need for this contract is significant as NIOSH does not have the internal capacity to provide these services. The oil and gas extraction industry employs over 450,000 workers and is characterized by a particularly high occupational fatality rate. During 2003-2009, 716 oil and gas extraction workers were fatally injured on the job resulting in an annual occupational fatality rate of 27.5 deaths per 100,000 workers. According to the Bureau of Labor Statistics, nearly half of all fatalities occur to oil and gas extraction workers with less than one year of experience ("short service employees") with their currently employer (BLS/CFOI). Further, a survey of oil and gas extraction safety professionals at a national conference (conducted by the University of Texas in 2010) found that two-thirds of respondents believed that available training materials were either sometimes or never specific to the oil and gas extraction industry, and more than half of the respondents (53%) indicated that training materials for the oil and gas extraction industry need either some or significant improvement. Since 2008, the NIOSH Oil and Gas Extraction Safety and Health Program has developed three safety training videos specifically for the oil and gas extraction industry (www.youtube.com/user/NIOSHSafetyVideos). These unscripted videos feature oil and gas extraction workers and were shot on location at oil and gas well sites. In these videos, workers discuss specific oil and gas operations, potential hazards, and ways to prevent injury. The videos are intended to provide basic orientation to workers new to this industry. Because the videos have been so well received, the oil and gas extraction industry has asked NIOSH to develop two additional training videos for workers new to the industry - one focused on well servicing operations and the other on drilling operations. These videos will identify and describe the primary hazards that new workers may encounter during these operations. II. Purpose The purpose of this contract is to obtain video production and post-production services that will help NIOSH develop two safety videos specifically for the oil and gas extraction industry. The contractor will provide professional video production and post-production services in support of a research project initiated by the National Occupational Research Agenda (NORA) Oil and Gas Extraction Sector Council (www.cdc.gov/niosh/nora/councils/oilgas/default.html). These services will help satisfy a critical need in the oil and gas extraction industry - relevant, industry-specific training materials for short service employees. III. Scope of Work The contractor will work with the Project Officer to produce two short (10-15 minutes each) safety training videos for oil and gas extraction workers. These videos will be produced using the same methods as the videos described in the Background section (above). Workers will not have scripts; the contractor will conduct interviews with workers based on questions developed with the Project Officer. The interviews and footage describing the hazards will be collected at oil and gas work sites as work is conducted. NIOSH has existing footage that may be used for this purpose, but two trips to work sites, of between 3-5 days each, will be required for each video. The first video produced will focus on the hazards that short service workers may encounter during well servicing operations. The second video will focus on the hazards that short service workers may encounter during drilling operations. It is expected that each video will take no more than six months to complete. Both of the videos developed will be of a quality and standard that meets or exceeds the most recent oil and gas video product developed by NIOSH ("Move It! Rig Move Safety for Truckers"). To accomplish this, the contractor will work with the Project Officer to develop a treatment for each video, travel with NIOSH staff to oil and gas worksites, collect video footage during well servicing and drilling operations, conduct interviews with oil and gas extraction workers, edit the video footage and interviews as directed by the Project Officer, revise the video as directed by the Project Officer, produce a final video for NIOSH, and surrender all collected video footage to the Project Officer at the termination of the contract. The contractor is required to provide all of the equipment necessary to carry out this work including all personal protective equipment required at oil and gas well sites, the digital audio and video equipment necessary for collecting the footage, the hardware and software to edit the digital video collected, and equipment to create DVD format of digital video footage. IV. Tasks to be Performed The contractor will provide the expertise and equipment to complete the tasks outlined below. 1. Preproduction consultation and concept development: assist the Project Officer in developing a treatment for both videos that includes an outline of the footage to collect and a series of interview questions for the workers. 2. Complete all training required to visit oil and gas well sites: SafeLand training is required; additional training will be available on site. 3. Travel with the Project Officer to oil and gas well sites to collect digital video footage/interviews with oil and gas extraction workers. Two trips per video will be required to collect the necessary footage. 4. Create and provide NIOSH with time-stamp DVD versions of all raw footage gathered on site. 5. Edit the digital video footage/interviews into a draft video product as directed by the Project Officer and make it available in a format suitable for testing at worksites. 6. Continue to edit the videos based the feedback collected from workers, industry, and NIOSH. 7. Apply images, graphics, music and text to the video product to meet NIOSH requirements. 8. Produce a final video master and surrender all digital and audio files collected to NIOSH. V. Government Furnished Materials NIOSH will collaborate with the contractor on all phases of the project, but the Project Officer will make the final decision on all aspects of the project including concept development and content determination. NOISH will coordinate the logistics of filming at oil and gas well sites. NIOSH will obtain customer feedback in the form of technical reviews from industry experts that will be used to edit the video for accuracy and completeness. NIOSH will print copies of the final video products. The contractor will provide the following deliverables: Deliverable Deadline Video #1: Hazard Recognition for Short Service Employees: Well Servicing 1.
