Description
This is a synopsis of proposed contract action FA4452-12-R-0037. This is not a solicitation or invitation for offerors to submit proposals. The Headquarters (HQ) Air Mobility Command (AMC) Specialized Contracting Branch plans to issue a formal Request for Proposal (RFP) on or about 22 August 2012 to provide Data Link and Aviation Services Support (DLAAS). This acquisition will be set-aside for small business under the Service Disabled Veteran Owned Small Business program. This effort will be in the form of planning, technical, and analytical support of data link, voice, and aviation-related services for AMC assets operating worldwide. The contractor shall collect, store, analyze, and process information, plan and prepare briefings, analyze requirements documents, and funding requests required to support policy, program guidance, and objectives for Mobility Air Forces (MAF) platforms' data link and voice services, and integrate aviation-related services used by AMC. The contractor will provide data link and aviation services support for the HQ AMC/A6OC DLAAS Program Manager (PM) primarily to monitor the Data Link Service Provider 3 (DSP 3) contract and all associated program management office duties. A tradeoff process will be used for this source selection in accordance with FAR 15.101-1 and the Department of Defense Source Selection Procedures. The government anticipates award of a contract resulting from this RFP to the offeror whose proposal conforms to the RFP requirements, is considered technically acceptable, and will provide the best value to the government considering past performance and price. The planned period of performance is as follows: Transition/Phase-in Period: 1 Jan 13 -31 Mar 13 Base Period: 1 Apr 13 - 30 Sep 13 Option Period One: 1 Oct 13 - 30 Sep 14 Option Period Two: 1 Oct 14 - 30 Sep 15 Option Period Three: 1 Oct 15 - 30 Sep 16 Option Period Four: 1 Oct 16 - 30 Sep 17 The total period of performance including options is 57 months. The anticipated award date is 3 Dec 2012. Please note that all dates listed in this synopsis are tentative and are subject to change.
