Attachment 1 to SOW - USCG Echart Distribution Spreadsheet Attachment 2 - CLIN Structure/Pricing Worksheet Attachment 1 - NAVCEN ENC and RNC Statement of Work Attachment 2 to SOW - USCG Chart List Spreadsheet Combined Synopsis/Solicitation HSCG79-12-R-XNJ030 for NAVCEN Electronic Nautical Charts (ENCs) and Electronic Raster Nautical Charts (RNCs) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number HSCG79-12-R-XNJ030 is issued as a Request for Proposal (RFP). HSCG79-12-R-XNJ030 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-58 effective May 18 including 2005-59. This requirement is being solicited as a Total Small Business Set-aside using Simplified Acquisition Procedures per FAR Subpart 12 & 13.5. The Small Business Size Standard for NAICS 541370 is $4.0 million. This requirement is for a firm-fixed price contract. The anticipated award date is on or about Sep 30, 2012. A Single Award Purchase Order will be issued. The ordering period for this purchase order is a 12-month base year plus 4 12-month option years. The Purchase Order Statement of Work (SOW) is hereby attached as a separate document (Attachment 4) for all products to be provided under this requirement. Product or Service Description: United States Coast Guard (USCG) vessels require updated electronic charts in ELECTRONIC NAUTICAL CHARTS (ENC) and RASTER NAUTICAL CHARTS (RNC) format for their areas of operation, which includes U.S., Canadian, Latin American, and Caribbean waters, as well as select other areas. These Electronic Charts that are being procured under this SOW provide source data to Coast Guard Command and Control Systems which are critical to the direct fulfillment of military missions and intelligence missions; the primary system supported is COMDAC (Command Display and Control System), which is part of SCCS (Shipboard Command and Control System). Most electronic navigational charts for the U.S. waters are available from the National Oceanic and Atmospheric Administration (NOAA), National Geospatial Intelligence Agency (NGA) or the US Army Corps of Engineers (USACE). Charts for non-U.S. waters will need to be acquired from or produced on the authority of various International Hydrographic Offices. To support this requirement, the Coast Guard is seeking a contract for the continued monthly distribution of updated charts for these geographic areas, delivered on CD-ROM at set intervals and times, to USCG vessels for use with their navigation systems. The Coast Guard's goal is to ensure that USCG vessels are provided with the most current and up-to-date electronic navigational charts available. By utilizing the services of a commercial contractor who is familiar with both International and United States electronic charting standards, the Coast Guard believes it can more effectively and efficiently provide updated navigational charts to USCG vessels and overcome inconsistencies that can occur from the constant changing of personnel and the broad range of computer skills. Capability or Performance: Offeror must provide reference of past performance in dealing with electronic charting. Offeror must have a full electronic chart portfolio for all coverage's already set in place by the Coast Guard, with the exception of the Canadian Regions for which will be provided upon award. This is to prevent any loss of operations by the Coast Guard. Vendor must provide sample Disk's of all of the charts in all of the regions in the United States and Meso-American Carribbean Region and Additional Regions (MACR), as defined in the SOW, along with the proposal. Test and Evaluation: The government will conduct a first article test. Vendor will test all master discs for accuracy and compatibility prior to each monthly delivery. If an offeror does not submit their question on or before August 24, 2012 they run risk that their question(s) may not be answered. E.6 Offer Due Date and Offeror Submission Address It is the offeror's responsibility to ensure their offer is received (in total) by the proposal DUE DATE OF September 11, 2012 by 2PM Eastern Time. Offerors are hereby notified that if your proposal is not received by the date, time and location specified (see below) in this announcement, it will not be considered. All proposals shall be submitted in sufficient time to ensure it reaches the Contracting Officer prior to the deadline of September 11, 2012. Please note: the reliance of using regular mail or Federal Express may cause "unexcusable" delays due to the DHS mail delivery system.
