Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. 1.Requirement: The Chemical Sciences branch required four (4) complete user licenses for the packaged Simulations Plus software. Two (2) option years were added to the subject contract. 2.Description of Action: The Government awarded to Simulations Plus, Inc., a small business registered in CCR [CAGE Code 4CKV8]. This action is awarded in the amount of $39,035.00 to: Simulations Plus, Inc. 42505 10th Street West Lancaster, CA 93534-7011 Description of Supplies/Services: The Edgewood Chemical Biological Center (ECBC) requires four (4) user licenses for Simulations Plus brand software, which includes full versions of Gastroplus, ADMET Predictor and MedChem Studio programs. This software simulates intravenous, oral, ocular, cardiopulmonary and intranasal absorption in humans and animals, to study the efficacy of vaccines and medication delivery in human and animal subjects. 3.Authority Cited: Acquisition is under the authority of FAR 6.302-1: "Only one responsible source and no other supplies or services will satisfy agency requirements." 4.Reason for Authority Cited: Subject contract is for the purchase of Simulations Plus brand software. The ECBC utilizes this software to study pharmaceutical effects in human and animal subjects. This software meets the Government's requirements of operability within the medical pharmaceutical branch. Additionally, Simulations Plus PBPK software has an inhalation module to simulate the deposition and distributor of aerosols in the lung. This module is required for modelling inhalation toxicology and is only available in this package. Simulations Plus software is only available through the original software manufacturer.
