Description: PLANS RFQ DOCUMENT/SPECIFICATIONS This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the entire Request for Quote (RFQ) package; technical and price proposals are being requested and a solicitation package is attached herein. The solicitation number is W912P6-12-Q-0024. The NAICS code for this requirement is 561730, with a size standard of $7.0 Million. COMPETITION FOR THIS ACQUISITION IS RESTRICTED TO SMALL BUSINESS CONCERNS. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this acquisition. Offerors must include a completed copy of the provision at 52.212-3 ALT I, Offeror Representations and Certifications-Commercial Items with this offer. REQUIRED SERVICES: T he contractor will be responsible for completing restoration of three separate natural areas: Bottomland Forest (woody species removal/selective tree and shrub removal), Mesic Woodland (woody species removal/selective tree and shrub removal), Swamp and Wetlands. The 6.2 acres of bottomland forest will be treated with herbicide to remove invasive species and be covered with a native seed mix. The 7.1 acres of mesic woodland will be treated with invasive species control, then planted and seeded with native seeds and plugs. The 28.1 acres of swamp and wetland area will be treated with herbicide, woody species will be cut back, and native seeds will be planted. CENTRAL CONTRACTOR'S REGISTRATION (CCR) : Contractors must be registered in the Central Contractor's Registration System in order to be awarded the resultant contract. Registration can be completed on-line at http://www.ccr.gov. APPLICABLE LABOR LAW : The SERVICE CONTRACT ACT applies to this acquisition; the applicable Wage Determination is attached hereto. AWARD : Through the use of the Best Value Contracting Method, using the lowest price, technically acceptable evaluation processes, the USACE seeks to acquire the services described in this RFQ and its accompanying documents. This particular acquisition method considers award to the lowest priced offeror rated technically acceptable. PROPOSAL SUBMISSION INSTRUCTIONS: REFER TO THE SOLICITATION DOCUMENT. ANY AMENDMENTS TO THIS SOLICITATION WILL BE PROCESSED IN THE SAME MANNER AS THIS SYNOPSIS/SOLICITATION.
