- This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-12142, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60, dated July 26, 2012. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside. The associated North American Industry Classification System (NAICS) Code is 541380, which has a size standard of 14 in millions. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure neurohistology and immunohistochemistry testing services on a sole source basis with the vendor NeuroScience Associates. The services are to include the following items: 1) Embedding and Sectioning, 2) H&E Stain, 3) MAP 2 IHC Stain, 4) Iba1 IHC Stain, 5) Custom Rabbit Polyclonal Antibody Stain, and 6) Shipping of finished slides. There are two (2) processes that are to be performed: 1) 25 mouse brains removed from skulls, appropriately fixed and stored: using the MultiBrain technology, 25 mouse brains are to be embedded together per block, freeze-sectioned at 35u in the Coronal plane through the entire mouse brain, and 2) 40 mouse brains removed from skulls, appropriately fixed and stored: the tissue will be trimmed to yield the Hemisphere portion, the trimmed tissue will be disposed, using the MultiBrain technology 40 mouse brains will be embedded together per block, freeze-sectioned at 35u in the Coronal plane through the Hemisphere section of the mouse brain. The testing will allow the detailed investigation of neuropathogenesis induced by different flaviviruses and will provide foundation for future evaluation of live attenuated candidate against neurotropic flavivirus infections. The histology services based on NIAID experimental design are needed to provide NIAID with histochemically and immunohistochemically stained brain tissue sample supplied by NIH. These histology services have to use a high throughput technology, be consistent, comparable with the virological data as well as reproducible for subsequent histopathological and automated image analysis. NeuroScience Associates is the only known vendor to offer the proprietary MultiBrain Technology. The following factors shall be used to evaluate offers: 1) capability to meet required specifications, 2) price, and 3) delivery. The period of performance shall be 90 days after receipt of government furnished material. Delivery is to Bethesda, Maryland 20892. The government will award a fixed price purchase order to the responsible contractor. The FOB point shall be Origin. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; FAR 52.212-2 Evaluation - Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the Offeror acknowledges the requirement that a prospective Awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
