- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation and no other solicitation document will be issued. This solicitation is issued as a Request For Quote number RFQ HSCG44-12-Q-PDW189. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-60. This procurement will be processed in accordance with FAR Part 12 and 13. The North American Industry Classification System (NAICS) is 334290. The SBA size standard in Employees is 750. This is Not a Small Business Set-Aside, due to this acquisition being a Sole Source Procurement it is not anticipated that there will be 2 or more qualified Small Business Concerns to provide pricing for this requirement. The USCG Command Control and Communications Engineering Center (C3CEN) Portsmouth, VA 23703 intends to purchase on a non-competitive basis by awarding a Firm Fixed Price Purchase Order Contract to Cobham Management Services, Inc. of Prescott, Arizona for the purchase of Transceivers and Transceiver Upgrades for C3CEN Alexandria, VA. Items are required to be Brand/OEM Specific; the Brand required is Cobham. The proposed contract action resulting from this synopsis/solicitation for commercial supplies is the Governments intention to solicit and negotiate with only one source under the authority of FAR 6.302-1 & 13.106-1(b). Interested persons/parties may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotations. However, all quotations received within 5 days after date of publication of this synopsis/solicitation will be considered by the USCG/Government. A determination by the USCG/Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the USCG/Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement, and for informational purposes for future acquisitions. The contractor for this proposed Sole Source contract is: Cobham Management Services, Inc. Cage Code: 1B7G3. An EPLS/CCR/BINCS Contractor Verification Information search was conducted on AUG/9/2012 by the Contracting Officer listed below. This is Considered to be a Sole Source Acquisition. See attached Justification for Other Than Full and Open Competition (JOTFOC). The government intends to award a contract resulting from this solicitation to the responsible bidder's quotation conforming to the solicitation which will be most advantageous and Best Value to the Government, price and other factors considered. The Required Delivery Date is 30-45 Days ARO. *PLEASE NOTE* Interested Offerors are to provide Firm Fixed Price Quotes with Delivery Information by AUG/20/2012 @9:00AM EST. Delivery Information is to include the Shipping Terms the Offeror is proposing, FOB Origin or FOB Destination. Destination is preferred by USCG/GOV. If proposing FOB Origin, provide Shipping cost as a separate line item. Agency, Contracting Activity. The United States Coast Guard, C3CEN, Portsmouth, Virginia. 2. Action Being Approved. C3CEN CT-RF requires upgrading five (5) RT-5000 Part Number 400-015525-3511 to 400-015525-5111, NSN 5821-01-552-2511. This Transceiver contains two Motorola modules VHF and UHF with P-25 digital modulation Motorola trunking. Also, purchase two (2) RT-5000, part number 400-015525-5111. The RT-5000s are currently onboard BERTHOLF, WAESCHE, and STRATTON. 3. Description of Supplies or Services. A Purchase Request will be issued for the purchase of: upgrading five (5) RT-5000 Part Number 400 015525-3511 to 400-015525-5111, NSN 5821-01-552-2511, the transceiver contains two Motorola modules VHF and UHF with P-25 digital modulation Motorola trunking. Also, purchase two (2) RT-5000, part number 400-015525-5111. Total estimated value: $185,000.00 4. Statutory Authority permitting other than full and open competition. IAW FAR 6.302-1 (2) (ii) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components there, of, when it is likely that award to any other source would result in a substantial duplication of cost to the Government. 5. Demonstration that the nature of the acquisition requires use of authority cited. They ensure compliance with all narrowband requirements as mandated by the Federal Communications Commission (FCC-04-292A1). Permit use of Digital Encryption prior to the Coast Guard transition to Advanced Encryption Standard in accordance with the requirements set by Commandant and the Department of Homeland Security (ALCOM 061/05, ALCOAST 121/05, and DHS-4300A). Due to the integration of multiple systems and subsystems, specifically a Motorola UHF and Motorola VHF Transceiver all parts must be physically the same in form, fit, and function as the already supported assemblies to ensure proper operation. Cobham Management Services due to proprietary technical information is the only known authorized repair facility which possesses the techniques, facilities and technical documentation, along with the quality assurance capabilities necessary to purchase and repair/up-grade these parts. The USCG did not acquire any rights to these items. This information is proprietary and not available. 6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. A Request for Quotation (RFQ) will be posted on FedBizOps with the statement that any interested persons/parties may identify their interest and capability to respond to the requirement or submit quotes. 7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable. The Contracting Officer will determine Price Fair and Reasonableness from comparison of previous acquisitions for similar purchases. 8. Market Research. Market research was conducted by numerous internet searches for other qualified sources. Market research revealed no other sources for the required items. Cobham Management Services, Inc is the OEM. 9. Any other facts supporting the use of other than full and open competition. These radios are currently on Coast Guard cutters. The radio's infrastructure, cables, software are already in place onboard these cutters. These radios are tied to a complex system onboard the new NSCs. There are five (5) Transceivers on each NSC a total population of fifteen (15). The primary functions of the RT-5000 are radio communications with operational assets in the performance of Coast Guard missions. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. No other interest has been expressed at this time. 11. Actions the agency may take to remove barriers to the competition before any subsequent acquisition for services required. None at this time. 12. This Transceiver contains two Motorola modules VHF and UHF with P-25 digital modulation Motorola trunking. Also, purchase two (2) RT-5000, part number 400-015525-5111. The labor will be done at the Vendor's facility and have a fixed price. This software upgrade is required for operations with different DOD assets and Coast Guard missions. Radios that will be upgraded, electronically realigned to Factory specification, technology refreshed and returned providing no major repairs are required. 7. GOVERNMENT-FURNISHED INFORMATION: N/A 8. C3CEN would work with the cutter to exchange them out two (2) at a time unit all five (5) are replaced with new or up-graded RT-5000's. Once C3CEN receives the purchased radios, C3CEN will exchange those with the two radios that need to be upgraded and provide those two (2) radios to the Vendor. The Vendor must work with C3CEN with this process due to the cutter's schedule and mission requirements. 15. SUBCONTRACTING REQUIREMENTS: N/A 16. ACCEPTANCE: 16.1 All work performed, all materials and all data provided under this purchase order will be made available for inspection of compliance with requirements of this Purchase Order and be reviewed as accomplished by the C3CEN personnel with final acceptance by the COR. 17. OTHER CONDITIONS/REQUIREMENTS: The U.S. Coast Guard Engineering Logistics Center has a requirement for the open/inspect of parts utilized in the up-grade of a RT-5000 Part Number 400-015525-3511 to 400-015525-5111, VHF/UHF Tactical Communications Transceiver. 18.
