Description
This is a Sources Sought Notice. There is no solicitation available at this time. This Notice is published for market research purposes only. The National Science Foundation (NSF) will award a Cooperative Agreement (CA) to an academic or non-profit institution for the design and construction of up to three Regional Class Research Vessels (RCRVs). The CA will be performed in sequential phases with the progression dependent upon satisfactory completion of key project milestones leading to award of a ship construction contract. (See CA solicitation posted at: http://www.nsf.gov/pubs/2012/nsf12558/nsf12558.pdf). To support its essential role in oversight of the CA, NSF's Division of Ocean Sciences is seeking to identify qualified sources to serve as an expert naval architecture consultant throughout the design and construction phases. NSF requires the services of a consultant with broad expertise in naval architecture and marine engineering to provide expert advice to NSF to help ensure that design and construction of the RCRV is completed within the performance, schedule and budget requirements. This individual should have extensive experience in the design and construction of state-of-the-art domestic and foreign research vessels, as well as an acute awareness of the future trends in marine and science technologies related to research vessels and their operation. Also, since an important deliverable of the prospective naval architect services contract is the unbiased, independent technical advice to NSF, it is essential for the consultant to have no individual or organizational conflicts of interest with U.S. academic institutions or firms that might influence the selection of the CA awardee or the subsequent design and construction of the vessels. Interested vendors are invited to submit a capability statement (not to exceed 3 pages) outlining their qualifications and experience with the design and construction of research vessels. NSF will review these statements to gauge the ability and availability of qualified firms. All submittals received will be reviewed for informational purposes. NSF reserves the right to independently verify all information submitted. Responses are to be submitted electronically and must be received no later than 10:00 AM, Eastern Standard Time, on August 20, 2012.
