- Description
- The Center for Disease Control & Prevention (CDC) intends to issue a sole source contract or purchase order to SensiTech, Inc. of Beverly, Massachusetts, the only known vendor capable of providing TempTale4® (TT4) and TempTale4 Bio (TT4 BIO) monitors. It is the Government's belief that only one responsible source exists and no other product(s) or service(s) will satisfy agency requirements. The following requirement is for the Division of Strategic National Stockpile (DSNS), Office of Public Health Preparedness & Response (OPHPR). Line Item 001 Temptale Temperature Monitoring Devices, Quantity 59 items Statement of Work Purpose Provide a compact, battery powered ambient electronic temperature monitoring device designed with a high degree of accuracy. The temperature measurement range will be -30˚C to 70˚C with an accuracy range of ±0.22˚C from -1˚C to +10˚C to accommodate the temperature sensitive pharmaceuticals and biologics for the USAMMA, DOC and the DSNS. The Government will trade in TT4 Bio monitors for new TT4 Bio monitors for credit. The product provided will have a validation period of 1 year which is the life expectancy of the 3.0v lithium battery. Background The Division of Strategic National Stockpile (DSNS) Logistics Branch is required to use an electronic monitoring device for managing temperature-controlled shipments occur within the specified temperature range as determined by product labels. The TempTale4® and the TempTale4 Bio temperature monitor device tracks and collects data of temperature ranges from temperature-sensitive shipments. The Logistics Branch, via an interagency agreement with United States Army Medical Material Agency Distribution Operations Center (USAMMA DOC), has been assigned to distribute vaccines and monitor temperature data of all cold chain products on behalf of USAMMA DOC and the Department of Health and Human Services (HHS) customers. Vaccines will be transported according to product labeling and the TempTale4® and TempTale4 Bio monitors will be used to display temperature data on the critical sensitive product. Customers are required to return TempTale4® and TempTale4 Bio monitors to the DSNS after each shipment. The recorded data will be downloaded and forwarded to the customer as evidence of product preservation and integrity during distribution. Requirement Specifications • USAMMA DOC requires the use of utilize Sensitech TempTale4® (TT4) and TempTale4 Bio (TT4 BIO) to monitor all Department of Defense (DoD) shipments. The TempTale4® and the (TT4 BIO) data specifications sheet and product brochure is attached and can also be found at http://www.Sensitech.com/products/hardware/temp_monitors/TT4_ambient.html http://www.sensitech.com/products/hardware/temp_monitors/TT4_bio.html • The DSNS Logistics Branch currently utilizes Sensitech TempTale4® (TT4) and (TT4 BIO) monitors on all critical, sensitive products. • Sensitech TT4 and TT4 BIO monitors will be validated annually and returned to the manufacturer during the trade-in phase. • TempTale4® and TT4 BIO temperature monitor with an expiration date greater than 12 months may be traded in at the trade-in value. • DSNS will trade-in 600 monitors this year 2012. The monitors will be returned to Sensitech as they expire in the months of March, May and August 2011 starting with 388 (ea) in March 2012. The DSNS will trade-in up to 600 monitors by December 31, 2012. • Sensitech will provide the DSNS with a list of monitor serial numbers and validation dates 60 days prior to expiration. • DSNS reserves the right to make a new purchase (i.e., 6,000 monitors) in the event of or in preparation of an emergency. • DSNS reserves the right to make a new purchase of monitors if the requirement for monitors increase unrelated to an emergency event. • DSNS will be responsible for contacting the vendor when monitors malfunction. If the monitor can not be repaired, the vendor shall replace monitor at no charge to the government. Vendor Trade-in Contract Requirements • Return using the return authorization provided by Sensitech.
