Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Flow Sciences, Inc., 2025 Mercantile Drive, Leland, NC 28451 for the acquisition of a Biosafety Level 2 Custom Cabinet for the Automated Tube Barcode Reader (ATBCR). The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 337127, Institutional Furniture Manufacturing. The period of performance for this procurement is 6 months. This procurement is a sole source to Flow Science because the Flow Sciences hoods will completely house the custom ATBCRs. The Flow Sciences hood design is based on exact specification of the fully installed instrument. The custom hood possesses multiple access points for specific work areas including the main deck, the ATBCR, the pressurized air ports, and the rear side for maintenance. Additionally the hood will have both carbon and hepa filters plus an active fan to assure a negative pressure within the cabinet. The cabinet will be mobile allowing for easy movement to another location if the need arises. All panels of the cabinet will be transparent, which is critical for observation during use to assure that the instrument is operating properly. The Flow Sciences custom solution is the only known product that can satisfy the needs of the laboratory. The Flow Sciences can perform all of the necessary functions to keep the laboratorians safe during operation of the automation while at the same time providing the best value to the Government. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Flow Sciences, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 49435 referenced in the subject line NO LATER THAN August 29, 2012. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
