During this site visit, the requirements set forth in the RFP scope will be reviewed and clarified as necessary and discussed. For those planning to attend, please provide your FULL NAME and DRIVER'S LICENSE number to Ms. Wilson no later than 12:00 p.m. (noon) PST, 21 August 2012. Attendees will be responsible for arranging their own transportation to the area and the base. Transportation will not be provided by the government. Modification (1) of Pre-Solicitation for addition of Site Visit information. A site visit for interested parties will be held at 1pm 22 Aug 2012 at the Building 32 Conference Room on Umatilla Chemical Depot. Please see attached maps for directions to the Main Gate and Building 32. Parking will be across the street from Building 32. Transportation will not be provided by the Government and arrangements will need to be made by those attending. This announcement constitutes a PRE-SOLICITATION notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Omaha District hereby announces its intent to issue a solicitation entitled "FY2012 Stand alone contract for Military Munitions Response Program (MMRP)Removal Action at Umatilla Chemical Depot, Hermiston, Oregon" under Base Realignment and Closure procedure to include DFARS 226.7102, and as described within this announcement. The Government intends to solicit this requirement as a total 8(a) set-aside in accordance with FAR Subpart 19.5 and DFARS 226.7 restricted to 8(a) businesses in the local vicinity of Umatilla County Oregon. The counties included in this "vicinity" are detailed below. THIS IS NOT A FORMAL SOLICITATION. The Government intends to issue a formal solicitation via a Request for Proposals (RFP) in accordance with FAR Part 15, which will follow this announcement and will take place no sooner than 15 days from the publication date of this announcement. The basis for award and evaluation factors will be in accordance with the "Basis for Award/Evaluation Factors" including in the solicitation. The primary purpose of this announcement is to notify 8(a) contractors within the local vicinity (as defined in DFARS 226.7) of Hermiston, Oregon (Umatilla County) of the upcoming solicitation for Military Munitions Response Program requirements at Umatilla ADA Chemical Depot, Hermiston, Oregon. THIS REQUIREMENT IS SUBJECT TO BASE REALIGNMENT AND CLOSURE (BRAC) RULES AND REGULATIONS. PER DFARS 226.7102, PREFERENCE WILL BE GIVEN TO 8(A) BUSINESS CONCERNS LOCATED IN UMATILLA, MORROW, UNION OR WALLOWA COUNTIES IN OREGON, OR BENTON OR WALLA WALLA COUNTIES IN WASHINGTON. The North American Industry Classification code (NAICS) for this requirement is 562910. The Small Business size standard for this NAICS code is 500 employees. This requirement is intended to be awarded as a firm-fixed price site-specific services contract. The Government intends to award one (1) contract as a result of this solicitation. The duration of the resulting contract will include a base 3 year from date of award with no option years. Contractors shall be required to conform to a scope of work, but in general the type and nature of the requirements will be in accordance with the "Project Description" section within this announcement below. Project Description: Military Munitions Response Program (MMRP) Removal Action at Ammunition Demolition Area, Umatilla Chemical Depot, Hermiston, Oregon. The purpose of this site-specific contract will be to provide services related to the implementation of the remedy selected documented in the Final Record of Decision (ROD), Umatilla Depot Activity, Ammunition Demolition Activity Area Operable Unit, June 10, 1994 and modified in the Explanation of Significant Differences (ESD), June 2002. The Ammunition Demolition Activity Area (ADA), Umatilla Chemical Depot (UMCD), is located outside the city limits of Hermiston, Oregon. The final remedy as outlined in the ROD was selected by the U.S. Army and U.S. Environmental Protection Agency (USEPA), and concurred by the State of Oregon. The selected remedy for the contamination at the ADA includes (1) excavation, treatment, and disposal of contaminated soils; (2) remove munitions and explosives of concern (MEC)/munitions debris (MD) items from the ground surface; (3) detect and quantify potential MEC below the ground surface; and (4) conduct removal and disposal of buried MEC/MD to a depth of detection. This requirement will outline the phased approach described in the ROD to be taken to quantify and reduce risk to the environment and human health and safety posed by the presence of MEC. Phase I of this approach was undertaken in the 1990's and consisted of the following actions: (1) conducting a geophysical survey over the entire ADA to better obtain estimates of how much metallic debris would have to be removed to clear the ADA of possible MEC; and (2) conducting a visual sweep over the ADA to locate and remove objects identified as MEC. The second phase of the selected remedy consists of removal of buried MEC that is consistent with the future use of the ADA, and is the subject of requirement. The Umatilla Army Depot Local Reuse Authority published its Redevelopment Plan in July 2010. This plan proposes to transfer the entire ADA to the Oregon National Guard (ORNG). The ORNG proposes to develop this area into a formal Intermediate Training Complex (ITC) to support individual and collective training which would include platoon weapons and company maneuvers facilities, manning support and cantonment facilities, a small arms range and maneuver space. The successful offeror will be responsible for fully executing the Firm Fixed Price (FFP) approach under a Performance-Based Acquisition (PBA) by conducting required environmental restoration services for which the USACE is responsible; addressing any and all environmental, explosive safety, scheduling, and regulatory issues; and, assuming contractual liability and responsibility for the achievement of the performance objectives for the Military Munitions Response Program (MMRP) site at UMCD ADA which will be provided during the official solicitation following this notice. The Contractor will conduct appropriate field surveys, visits, interviews, prepare required safety and health plans, conduct literature searches, execute suitable studies and prepare satisfactory reports, prepare required research designs, perform site monitoring and hazards investigations, execute suitable cleanup activities, prepare site assessment reports, site characterization reports, and site monitoring and disposal of HTRW and/or ordnance. Such work will be conducted by the Contractor with a primary emphasis on assisting in compliance with environmental laws and regulations. The work may involve disciplines in environmental assessments/impact studies, sociology, economics, noise quality, air quality, water quality, marine biology, aquatic ecology, wetlands, flora, fauna, planning, hazardous/toxic wastes management, geophysics, risk assessment, public health, safety, ordnance, aesthetic studies, chemistry, medical wastes, asbestos, radiological wastes, occupational health, and industrial hygiene.
