- This Request for Information (RFI) is being modified in accordance with the following: Numbered paragraphs 3 and 5 are being revised to read as follows: 3) Staff Modeling: Describe your company's capabilities and expertise with developing staffing models for the core functions or value streams (e.g., receiving, stow, pick, pack, outloading, transportation, inventory, preservation, packaging, packing and marking (PPP&M), stock readiness, kitting, medical/chemical-biological), for each of the DLA Distribution centers to calculate staffing requirements based on workload, a process standard, and available work hours. These staffing models will be web based and will populate a DLA Distribution master staffing model. The models respond to the anticipated shortage of qualified workers by position, due to organizational changes driven by lower funding, expanded services, or changes in technology or system logic. Since staffing models will be a key deliverable, DLA Distribution may request Contractors who have identified previous development of these models for a distribution and warehousing environment provide a framework for a proposed staffing model either via Video Teleconference (VTC) or in person at DLA Distribution, New Cumberland, Pennsylvania, at no cost to the Government. 5) Creation of Statement of Work (SOW): What are the key components that should be incorporated into a SOW that will enable a Contractor to understand and accurately submit a quotation on a solicitation that includes requirements for the development of engineered standards, staffing models and systemic planning and management tools for DLA Distribution processes (e.g., receiving, stow, pick, pack, outloading, transportation, inventory, preservation, packaging, packing and marking (PPP&M), stock readiness, kitting, medical/chemical-biological). Submissions of sample of SOWs are requested. The numbered paragraphs reflected above replace numbered paragraphs 3 and 5 as reflected below. There are no other revisions made to the RFI via this amendment. Request for Information - Market Research Engineered Standards for Staffing Models Defense Logistics Agency (DLA) Distribution Defense Logistics Agency (DLA) Distribution J7 is issuing this Market Research Request for Information (RFI) for information gathering purposes only. The purpose of this RFI is to solicit industry's assistance and best practices to understand the elements/tasks that would comprise a comprehensive engineering assessment/analysis for performance standards and staffing model guidelines and systems. As a result of this RFI, DLA Distribution is requesting a technical capabilities statement, samples of Statements of Work (SOW) and any additional information that pertains to the subject outlined in the RFI. The information gathered as a result of this RFI will be used to assist DLA Distribution in determining how requirements should be structured and what components are necessary to ensure final engineered standards affords DLA Distribution the ability to successfully develop staffing models and use systemic structures to manage standards and staffing across DLA Distribution sites. Background: DLA Distribution manages twenty-six (26) distribution facilities worldwide in support of the military services. This frame work is comprised of both distribution and warehousing operations. DLA Distribution worldwide facilities receive, store and issue material including off loading, processing and routing, inspection, classification, warehousing, packaging and transportation planning. The required engineered performance standards and staffing models are planning tools consisting of mathematical models that can be used to identify the time it takes to complete a process and thereafter compute the number of persons required to perform a job or set of tasks based on workload. These standards are developed using industrial engineering techniques, statistics, and operations research analysis. These performance standards include appropriate allowances for leave, training, etc., in establishing a productive year for an employee. DLA Distribution has no systemic method for management of staffing models and engineered standards that provides the ability to measure and report production, calculate forecasted workload based on historical data; calculate workload capability and workload status, or the ability to calculate site or enterprise performance reporting. Information Requested: The Distribution and Warehouse facilities within DLA Distribution range from Small (200,000 SF) to Large (2 million SF). Furthermore, the operations and processes range from manual to fully automatic. Therefore, the information provided in response to this RFI should take that into consideration. 1) Technical Capabilities Statement Response Format: The Contractor shall provide the following information in their technical capabilities statement: a) Company information to include the company size/socio-economic status, the Commercial and Government Entity (CAGE) code, and the Point of Contact (POC) information (name, email address, telephone and fax numbers); b) Background/Corporate Experience; c) Past Performance references, to include POC information for each reference (not to exceed 5 pages total). 2) Engineering Services: Describe the type of engineering services your company provides for developing engineered performance standards and resulting systemic management and planning tools. 3) Staff Modeling: Describe your company's capabilities and expertise with developing staffing models for the core functions or value streams identified at Appendix B for each of the DLA Distribution centers to calculate staffing requirements based on workload, a process standard, and available work hours. These staffing models will be web based and will populate a DLA Distribution master staffing model. The models respond to the anticipated shortage of qualified workers by position, due to organizational changes driven by lower funding, expanded services, or changes in technology or system logic. Systems must provide fast and efficient response time with expandable mobile functionality and tailored report generation. 5) Creation of Statement of Work (SOW): What are the key components that should be incorporated into a SOW that will enable a Contractor to understand and accurately submit a quotation on a solicitation that includes requirements for the development of engineered standards, staffing models and systemic planning and management tools for DLA Distribution processes (e.g., receiving, stow, pick, pack, outloading, transportation, inventory, preservation, packaging, packing and marking (PPP&M), stock readiness). Submissions of sample of SOWs are requested. 6) Data Required in an Assessment: In developing engineered standards, staffing models, to include planning and management tools, what data (itemize) is customarily provided by the client and what data is obtained (developed or studied) by the Contractor? What data or information is required to understand the current state of the operation? What baseline indicators and information are to be identified in order to develop the engineered standards, staffing models, to include automated planning and management tools? 7) Estimated Hours Required: DLA Distribution realizes that numerous variables will affect the number of hours required to develop the engineered standards, staffing models, to include planning and management tools. However, based on experience/expertise, how much time (estimated hours) would be required to develop the engineered standards, staffing models, to include planning and management tools? Provide information and key objectives for each task of developing the engineered standards, developing the staffing models, to include development of automated planning and management tools. Provide estimated hours by labor category for each task (i.e. Project Lead, Lead Analyst, Analyst, Industrial Engineer, etc.) and project step/milestone. 8) Engineering, Staffing Model, and Automated Tools Results: Provide samples of completed products that address engineered performance standards, staffing models and automated planning and management tools. 9) Miscellaneous: Provide "lessons learned", "best practices" and any additional information that will assist DLA Distribution concerning the development of engineered standards, staffing models, to include planning and management tools. This RFI does not in any way constitute a Request for Quotation (RFQ) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for proposal preparation costs supporting submission of a response to this RFI. Responders are solely responsible for all expenses associated with responding to this RFI. Contractors providing information under this RFI may be afforded the opportunity to submit a proposal in response to an issued RFQ. In combination with additional market research, the Contracting Officer may evaluate Contractor size/socio-economic status for set-aside considerations. All sources capable of providing these services are requested to respond to this RFI announcement via email by submitting their responses to Eric Berns, Acquisition Specialist via email at eric.berns@dla.mil by September 10, 2012 12:00, p.m. EST.
