- AUTOMATED PARTICULATE MATTER FILTER WEIGHING SYSTEM The United States Environmental Protection Agency (EPA), Assessment and Standards Division, National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase a Automated Particulate Matter (PM) Filter Weighing System. The acquisition of this Commercial item will be subject to full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing. The United States Environmental Protection Agency is mandated to measure Particulate Matter (PM) emissions from motor vehicles. A representative sample of exhaust is flowed though a filter and the net PM mass is determined gravimetrically. The mass determination is flowed through a filter and the net PM mass is determined gravimetrically. The mass determination occurs in a clean room environment. Currently filter weighing involves human interaction at multiple steps in the mass determination process. Data has been generated by the EPA and some groups representing regulated industry that suggest mass is gained from contamination as a result of the manual mass determination process. At the low levels of net mass deposited on the filter, it is therefore desirable to limit the exposure of the filter to the ambient environment of the clean room. While it is realized that no filter weighing method can completely eliminate exposing the filter to the clean room environment, our goal is to minimize this exposure to the greatest degree possible. It is also our goal to eliminate the potential variation in the manual mass determination process. It is believed that by automating the mass determination process, many sources of variability can be reduced or eliminated. This document describes the minimum design, functional and performance requirements of an automated filter weighing system (including microbalance) for particulate matter (PM) that will be required at the U.S. EPA National Vehicle and Fuels Emission Laboratory (NVFEL). This system is commonly referred to as a filter weighing system. It will be used at the EPA NVFEL in Ann Arbor. For the equipment specified, the contractor shall have total system responsibility, which shall include integration, quality assurance, delivery to EPA-NVFEL, installation, calibration, commissioning, acceptance testing, documentation and training of EPA staff, if required. The contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO 17025 standards. The filter weighing system will be used solely for pretest and post test mass determination of 47mm PTFE (Teflon) membrane filter media using the polypropylene support ring. While other support ring materials are available, the polypropylene support ring was chosen because it has less mass associated with it. Only commercially available systems will be considered for this solicitation. The evidenve of a commercially available system is the demonstration of an existing system installed in a facility and delivered to a third party by the contractor. The response shall provide a minimum of two references for filter weighing systems installed at a third party facility. The system will be installed in the PM clean room at the NVFEL. Training shall be provided by the device manufacturer and shall include full descriptions of all functions of the system, including hardware, software, operation and maintenance. The training shall accommodate up to eight (8) persons. The filter weighing system shall be installed by the contractor. All signal and serial data connections shall be made by the contactor. Demonstration of the proper operation shall be done by the contractor. Award will be made on a Best Value, Technically Acceptable Basis. All non-price evaluation criteria, when combined, are significantly more important than price. Anticipated non-proce evaluation vriteria include demonstrated ability of the proposed system to meet or exceed the SOW requirements, past performance record under comparable contracts; and relevant corporate experience. \ It is anticipated that the solicitation will be posted on or about August 20, 2012 at the EPA home page on the World Wide Web (www.epa.gov). the direct link for the URL for the solicitation when issued is http://www.epa.gov/oam/cinn_cmd.
