Description
INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the construction of a 650 kWe (approximately) Combined Heat and Power (CHP) Plant at the Manchester VA Medical Center (VAMC). ADMINISTRATIVE: The solicitation will be issued as an "Invitation for Bid" (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures therein. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small Business set aside. Offers received from other than Service-Disabled Veteran-Owned Small Business concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $33.5 million. The period of performance shall be 270 calendar days from the Notice to Proceed issue date. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. The services for this project will include providing all construction related services including: providing labor, materials and equipment required to complete the project as per contract documents prepared by an independent Architect-Engineer firm. AVAILABILITY OF SOLICITATION DOCUMENTS: All Solicitation related documents will be published only to the eCMS VENDOR PORTAL. The Presolicitation will be published on or about August 14, 2012. All respondents must be registered in the eCMS VENDOR PORTAL to receive all related documentation. A guide is attached to provide assistance with the eCMS VENDOR PORTAL. All respondents must also be registered in the *System for Award Management (SAM) and be verified by the VA's Center for Veterans Enterprises (CVE) (http://www.vetbiz.gov). All questions must be submitted in writing to the issuing office via email to shaun.mcweeny@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only the eCMS VENDOR PORTAL, via the internet, to provide notification of any amendments to any subsequent solicitation documents. It is the contractor's responsibility to view the eCMS VENDOR PORTAL daily for any amendments to any subsequent solicitation documents. *The General Service Administration's (GSA) Office of Governmentwide Policy is consolidating the governmentwide acquisition and award support systems into one new system - SAM. SAM is a free web-site which is streamlining processes, eliminating the need to enter the same data multiple times, and consolidating hosting to make the process of doing business with the government more efficient. Currently, CCR, FedReg, ORCA and EPLS have been migrated into SAM. Over the coming years, additional system migrations will be completed.
