Description
Statement of Work for the project entitled 'Support for NIOSH Research on Nanoscale Carbon Materials'. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), intends to award a sole source firm fixed price purchase order to the University of Cincinnati to support specialized research on carbon nanotubes and carbon nanofibers (CNTs/CNFs). This award will be a follow-on to previous work which included the development of a new approach for generation of matched filter sets containing known organic and elemental carbon. These sets can be used for quality assurance measurements and interlaboratory comparisons, and a journal paper on this work has been published. This award will utilize the expertise and specialized experience of the University of Cincinnati to investigate a new approach for the determination of metals in carbon nanomaterials. The work will include laboratory analysis at both the University of Cincinnati and at the NIOSH Alice Hamilton Laboratories. Additional information about this effort is found in the attached Statement of Work. This contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 U.S.C. 2304(c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Award will be made using Simplified Acquisition Procedures found in FAR Part 13. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. All vendors must be registered in the System for Award Management (SAM) at www.sam.gov, (formerly known as Central Contractor Registry (CCR) www.ccr.gov), prior to an award of a federal contract. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
