- NOA NATIONAL HISTORIC LIGHTHOUSE OUTGRANT NOTICE OF AVAILABILITY Guard Island Lighthouse Ketchikan, Alaska August 10, 2012 Pursuant to the 1996 Programmatic Memorandum of Agreement Regarding Outgranting of Historic Lighthouse Properties among the United States Coast Guard, Department of Transportation, the Advisory Council on Historic Preservation, and the National Conference of State Historic Preservation Officers, this light station is being made available for use under a no cost license to eligible entities defined as federal agencies, state and local agencies, non-profit corporations, educational agencies, or community development organizations, for preservation and public access. The light station is located on Guard Island, 12 miles northwest of Ketchikan, Alaska. Any eligible entity with an interest in entering into a license the described light station for a use consistent with the purposes stated above should submit a letter of interest to the address listed below within 60 days from the date of this Notice. Letters of interest should include: a. Applicant name and description of organization; b. Proof of non-profit status (if applicable); c. Proposed use of light station; d. Type and level of public involvement in proposed preservation effort and subsequent use, including public access plan; e. Statement of current financial capability (with appropriate documentation); f. Statement of commitment to preserve the historic lighthouse and documentation of all experience related to the rehabilitation or maintenance of a historic property; and g. Name, title, address, and phone number of contact person. In consultation with the Alaska State Historic Preservation Officer (SHPO), the USCG will select a candidate or candidates, who will be requested to submit a more detailed plan for the restoration, maintenance, and operation of the light station. The selected candidates will be granted access to the light station for a period of 120 days in order to develop a management plan in consultation with the SHPO. Building inspectors and/or contractors may accompany the applicant on visits to the light station. The management plan will be due to the USCG at the end of the 120-day period. The USCG will review submissions and may select an eligible entity to receive the license for the light station. If no submissions meet the criteria established by the Programmatic Agreement, no license will be granted. More detailed information is available in the attached Fact Sheet.
