Special Notice: Sources Sought Notice Department Of Veterans Affairs Veterans Health Administration Security Software Architecture The purpose of this notice is to determine if small businesses are capable of providing these services. This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. Posted Date: August 14, 2012 Response Due Date: August 22, 2012 Response Due Time: 11:00 AM EST NAICS Code: 541511 Contracting Office: Program Contract Activity Central 6150 Oak Tree Boulevard Suite 300 Independence, OH 44131 Background The Department of Veterans Affairs engages in effective use of state-of-the-art information technology (IT) activities both inside and outside of the enterprise boundaries that depend upon healthcare standards and standards development. The integrity of VA health information systems require common processes, terms and information attributes to support clinical use, as well as common mechanisms to ensure security, privacy and patient safety. Health information standards development organizations meet these needs by providing the common information attributes upon which VA IT systems depends. Because of the importance of standards in VA healthcare operations, VA participates actively in multiple Standards Development Organizations (SDO) and Standards Related Organizations (SRO). In addition, the VA must integrate standards into its business processes and health information systems. In particular, standards affect the way that information is stored and used, and the protocols that must be observed to achieve interoperability between systems and business partners. Accordingly, healthcare standards must be integrated into line of business requirements, health informatics and system design and engineering. Successful deployment of healthcare standards in VHA can improve patient safety, save lives by eliminating medication errors, automate decision support, reduce health care costs, enable health record information exchange with the Department of Defense to support wounded warriors entrusted to our care, as well as support the exchange of information for the 40% of veterans who receive care outside VHA. Standards cover a diverse range of information and specifications and can be as simple as defining how the state field in an address is exchanged (e.g. abbreviated state code vs. spelled out) or as complex as a collection of standards necessary to support the security framework essential to protect health information entrusted to our care. 1)Requirements Activities within scope include participation in or providing support to a wide range of security and privacy standard related activities both external and internal to the Department of Veterans Affairs (VA). Software Security Architecture is focused on aspects specific to healthcare security informatics, business workflow including information models (particularly role based access control and privacy), requirements and requirements management. Application analysts support the development of security and privacy vocabulary and standards within Health Level 7 (HL7) crucial to creating the rules that express who can see what information under what conditions. Software Security Architecture provides: "Standards support related to information, information models, vocabularies and code sets defining security and privacy concepts and attributes. "Support for managing business security requirements and cross-cutting security requirements across the Department. "Support for the development of VHA line of business role definitions and standardization of such roles for interoperability purposes where feasible. Core activities include support to VA's engagement with security standards and standards influencing organizations such as: "American National Standards Institute (ANSI) "ANSI International Committee for Information Technology Standards (INCITS) "Health Level Seven (HL7) "Internet Engineering Task Force (IETF) "Integrating the Healthcare Enterprise (IHE) "Liberty Alliance, International Standards Organization (ISO) "National Institute of Standards and Technology (NIST) "Organization for the Advancement of Structured Information Systems (OASIS) "Object Management Group (OMG) "World Wide Web Consortium (W3C). In addition, the VA must integrate standards into its business processes and health information systems. In particular, standards affect the way that information is stored and used, and the protocols that must be observed to achieve interoperability between systems and business partners. Accordingly, healthcare standards must be integrated into all aspects of line of business requirements, health informatics and health information system design and engineering. Possible contracts will fall into one or more service categories: I.Standards Development and Participation: The contractor shall participate in HL7 Standards Development Organization (SDO) activities to initiate, develop and maintain security and privacy standards, including writing and presenting papers, reviewing and making recommendations on papers produced by external organizations, and balloting materials supporting harmonization actions in security standards development organizations specified by the Government. This objective includes meeting preparation, attendance, including engagement as available in elected positions at SDO meetings when beneficial to the Government. II.Standards Integration: The contractor shall prepare material that integrates other deliverables, or which meets emergent needs to security and privacy support for unplanned contingencies. Such support includes, for example, ad hoc meetings, reviews of various VA and Federal security documents, and technical integration support for VHA projects, or to integrate analyst reports with a planned proof of concept or laboratory investigation. These tasks tend to be short-fused and unstructured, requiring Program Manager "as required" discretion. In the conduct of this support, the contractor shall produce a variety of standardized deliverables. III.Pilot Demonstrations: The contractor shall provide technical support to VA research pilots and proof-of-concepts demonstrating emerging security standards and standard technologies supporting VHA's healthcare line of business. The purpose of this role is to harmonize pilot activities with other VHA activities including requirements management, standards interoperability and bringing standards into the VA/VHA healthcare informatics and development environment. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. A.Experience 1.Please provide no more than five (5) contracts that your company has performed within the last three (3) years that are of comparable complexity and scope for each domain requirement for which your company is responding: a.Describe your Self-Performed* effort (as either a Prime or Sub-Contractor). b.Please be specific and provide a complete reference to include at a minimum the project name (and the government contract number, if applicable), contract award amount, start and completion dates, and the project owners' contact information. c.Additionally, please provide the Contract Type: Firm Fixed-Price, Time and Material, etc. *Self-Performed means work performed by the company themselves, NOT work performed by another company for them for any of the project examples provided. 2.A narrative case study that describes the details of each project and why it is relevant to this requirement, including difficulties and successes. 3.A table listing all companies involved in the relevant project(s), including the technical expertise and percentage of work that each company provided. B. Capabilities / Qualifications 1.A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. 2.Company business size and socioeconomic status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business,) the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners. a.Specify any teaming arrangements and how those arrangements will impact the structure of services their company can provide including technical expertise provided by each company. Please specify the percentage of work the each company will perform. 3.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant Special Item Numbers (SINS) applicable to this requirement. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this sources sought notice are advised that their response is not a request that will be considered for contract award.
