- Description
- NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT FOR A Dimension FastScan Scanning Probe Microscope system. The Naval Research Laboratory (NRL) intends to award a contract on the basis of other than full-and-open competition to Bruker Nano, Inc. for a Bruker Dimension FastScan Scanning Probe Microscope (SPM) system and associated components. The required system shall, as a minimum: a.) be a high speed FastScan SPM System; b.) be capable of processing samples up to 210 mm in diameter and 15mm thick; c.) provide a patented PeakForce Tapping non-resonant tapping mode; d.) be capable of simultaneously measuring topography, modulus, adhesion, dissipation, and electrical conductivity; and e.) perform SPM measurements between -35C and 250C, map thermal properties, and measure phase transition temperatures with sub-100nm resolution. The statutory authority permitting other than full and open competition is 10 U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 - Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Rerquirements. Vendors who feel capable of meeting all the requirements stated above shall, within 15 days after publication of this synopsis, fully identify their interests and submit written data and verifiable documentation that demonstrates conclusively the capabilities of their proposed equipment to meet the stated requirements. Responses received after 15 days or without the required documentation will be determined non-responsive to the synopsis, and will not be considered further.
