Description
Marine Corps Systems Command is seeking sources to provide software development and management services relating to Systems Planning, Engineering and Evaluation Device (SPEED). SPEED is a package of software snap-in modules for communications planning and analysis, running on the Microsoft Windows operating system aboard a Personal Computer (PC). SPEED software provides Marines a standard set of software tools used to perform radio link engineering and propagation analysis studies in support of a rapidly changing tactical environment. Capabilities provided include: high frequency predictions (HF), line of sight (LOS) propagation analysis, radio coverage (RCA) propagation analysis, satellite analysis (SATPLAN), Command and Control Personal Computer (C2PC) track interface (CTI), Table of Equipment (TE) manager database, WiMAX planner, Electronic Warfare (EW) planner, and Radio Guard Chart (RGC) analysis. The contracted software developer will be capable of performing the full range of functions that are required, including but not limited to: software planning and development utilizing open systems and architectures approaches; computer based training development and delivery; on-site new release training; database analysis, management, and enhancement; program management; and software and information assurance. Interested and qualified parties MUST submit their Contractor and Government Entity (CAGE) Code to allow verification of their facility clearance prior to any draft SPEED RFP and/or SOW information being released. Parties should also provide the name and email and physical address of their company security manager (the address should be where classified mail is received). Facility clearances will be verified with the Defense Security Service prior to corresponding with individual companies. Questions about facility clearances should be addressed directly with the Defense Security Service.
