Description
Small Business Sources Sought: This is a sources sought announcement only seeking small business responses in order to determine small business participation in this acquisition. The Mission and Installation Contracting Command - Fort Eustis (MICC-EU) is seeking information from small business sources that can provide expertise and services to support the Carlisle Barracks Directorate of Emergency Services and Force Protection Division, Carlisle, PA. Contractor shall provide contractor support to conduct Preventative Maintenance Inspection (PMI), repair, and perform maintenance and routine service on installed existing Giant Voice external Mass Notification System (MNS), installing additional components as approved by the Contracting Officer's Representative (COR). The MNS currently consists of one (1) base wide head end unit with a Central Control Unit (CCU), one (1) alternate CCU, eight (8) external sirens and four (4) internal systems that function in conjunction with the Simplex Grinnell Fire Alarm system base wide. The Government is contemplating awarding a Firm Fixed Priced (FFP) contract, with a period of performance with a 12-month base period and two 12-month options. Below is a summary of the tasks required: Administrative. The contractor shall attend all subject related conference calls regarding this requirement, VTCs, and other meetings that require or may require contractor input, output, or participation. The contractor shall be well versed in the full spectrum of Army and Joint Logistics Operations. The contractor shall be singularly responsible for developing and drafting a detailed Component Installation Concept Plan prior to the execution of any construction efforts identified in this contract. Service. Maintain 100% operational status with "on-call" support of the Giant Voice External MNS by performing a full PMI, conducting routine services and maintenance, providing a Routine Services Report to the COR upon completion of services, and when required, maintaining minimal system down time to CAT 3 (contractor response required within two hours/ return to normal operations within 48 hours) or less. Upon written approval from the Contracting Officer the contractor shall install additional components. Testing and Verification. The contractor shall coordinate testing with the COR for actual activations of the External MNS. If necessary, the contractor shall provide instrumental surveys to determine the location or verify underground or concealed features. Coordination. All work associated with the External MNS will be executed utilizing ATI approved technology and complies with electrical load or capacity per component as directed in ATI provided system description manuals. The contractor will provide a complete services schedule generated and/or approved by ATI Corporation that states that all proprietary effects through ATI have been discussed and eliminated so that unconditional system service requirements are met and the Government is not liable for deficiencies noted by ATI. The contractor shall provide appropriate documentation that all work performed in execution of this contract does not compromise any Copyright infringements or proprietary ownership of the system, its components, computer software or any associated components procured, installed or integrated into the end state of this contract. This is new requirement. The designated NAICS Code is 811213 - Communication equipment repair and maintenance services, size standard is $10M. Small business is advised that FAR 52.219-14, Limitations on Subcontracting, would apply wherein at least 50 percent of the work must be performed by the small business prime contractor alone. Small businesses wishing to influence the Contracting Officer's decision regarding small business set-asides are urged to respond to this announcement. Your brief capabilities statement package (no more than 10 pages, single spaced, 11 minimum font size) demonstrating ability to perform the services listed above. A generic capability statement is not acceptable. Please review carefully the requirements listed below. This documentation must address, at a minimum, the following: (1)Company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status; (2)Capability of providing a team composition that can support the entire scope of this contract effort with sufficient depth to perform tasks of varying complexity while performing at least 51 percent of the work; (3) Capability of providing qualified and experienced personnel; and (4) Capability to begin performance upon contract award. IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Additional information, as it becomes available, will be posted as amendments to this announcement. All amendments will be available for viewing at this website. It is incumbent upon the interested parties to review the site frequently for any updates and amendments to any and all documents. All potential offeror's are reminded to register in System for Award Management (SAM) at www.sam.gov; lack of registration in SAM will make an offeror ineligible for contract award.
