- Description
- The USPS is soliciting proposals to renovate existing to new office space in a USPS owned and occupied facility which is known as Mid Island Processing & Distribution Center and located at 160 Duryea Road, Suffolk County, Melville, New York. The estimated cost of work is between $2,000,000 and $3,000,000 with construction completion no later than one hundred eighty-two (182) calendar days after receipt of the Notice to Proceed. Work includes but is not limited to, selective demolition, carpentry, electrical, mechanical, lighting, piping, and finishes. There will be a pre-proposal meeting for this project held on August 21, 2012 at 10:00 a.m., Mid-Island P&DC, 160 Duryea Road, Melville, NY. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting William Bott, Manager, Maintenance, at (631) 755-2544. As part of the evaluation process, all offerors MUST SUBMIT a COMPANY HEALTH & SAFETY PLAN. Prior to award, the successful contractor will be required to submit a PROJECT SPECIFIC SAFETY PLAN acceptable to the USPS Contracting Officer. NOTE: The attached USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can begin. Since construction time will exceed sixty (60) days, contractor is bound by USPS Contractor's Screening Requirements. In accordance with USPS contracting requirements, awards exceeding $1,000,000 require successful contractors to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice to Proceed (NTP) is issued and a quarterly web-based SMWOB report after issuance of NTP. MINIMUM REQUIREMENTS: Prior Experience: Suppliers must provide two examples of being the prime contractor for an office space renovation in an occupied commercial or manufacturing-type building completed in the past five years at a cost between $1M and $4M. Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation that automates, standardizes, and streamlines the sourcing of facilities. Once a supplier completes the registration process, the Postal Service will review the entry within one (1) business day to ensure it is complete and accurate. Upon approval, the supplier will be notified via e-mail of their log-in credentials. Separate electronic messages will be sent inviting them to participate in the solicitation and notifying registrants when the event is opened. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to August 28, 2012 at 11:59 PM (EST). Each organization must "accept" the Invitation in order to place a bid in Emptoris. Any required documentation may be attached to your bid after submitting total dollar amount of bid in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
