Description
Landline Location Exhibits Land Acquisition Exhibits Land Line Location Technical Specifications Land Acquisition Technical Specifications Map The USDA, Forest Service has a requirement for Cadastral Surveying Services on an Indefinite Delivery, Indefinite Quantity Basis, for the Monongahela National Forest in West Virginia. This requirement will be procured in accordance with the Brooks Act procedures as described in FAR Part 36.6 for Architect and Engineering Services. Work activities will include: boundary line location; land acquisition; property corner search, maintenance and/or monumentation; boundary marking and posting; boundary conflict investigation; written descriptions/survey reports; final record and plat preparation. Boundary marking and posting and corner re- monumentation must be performed to Forest Service Land Line Location and Land Acquisition Technical Specifications. Areas to be surveyed are generally located in heavily timbered, Northern Hardwood forests in rural mountainous terrain. The boundary lines are usually common to private land and National Forest System lands. Most boundary lines were surveyed by the Forest Service prior to acquisition of the described parcels by the United States of America. The majority of this acquisition occurred between 50 and 100 years ago. Areas requiring work are located within the Monongahela National Forest, which encompasses the following West Virginia counties: Grant, Greenbrier, Nicholas, Pendleton, Pocahontas, Preston, Randolph, Tucker and Webster. Contract performance period will be for a base year with the possible exercise of four option years, beginning after award of a contract in Fiscal Year 2013. Awardee will be guaranteed $5,000 worth of work in the base year of the contract. Maximum value of the contract will not exceed $750,000 over the potential contract performance period of 5 years. Individual task orders will be issued against the base contract as program needs arise. Estimated time of performance will vary by task order. Interested Architect-Engineering firms must demonstrate their qualifications with respect to the evaluation criteria described below, through the submission of the following: 1. SF-330 Part II, General Qualifications, 2. SF-330 Part I, Contract Specific Qualifications, and 3. All requested supplemental data listed in items 1-5, below. Selection of a firm for unit price negotiation shall be made through an order of preference using Brooks Act procedures, based on demonstrated competence and qualifications for the work, that include the following evaluation criteria in descending order of importance: 1. Specialized Experience Necessary for satisfactory Performance of Cadastral Survey Projects: State your firm's experience with and technical competence in Forest Service or Federal land surveying. Include amount of forested, steep mountain land experience of key personnel that will be assigned to this project. 2. Past performance: On contracts for Federal, State, City/County and private work, with respect to customer satisfaction, cost control, quality of work, and timely compliance with performance schedules. Provide at least three references for projects that are similar in scope to forested, steep mountain land boundary survey and property line marking. 3. Professional qualifications (including a licensed West Virginia land surveyor) and technical competence necessary for satisfactory performance of required services: Include registered professional surveyors' experience in forested/steep mountain land surveys and anticipated level of involvement of each RPS on this project. The completed SF-330 form will suffice. State what degree of involvement your firm's registered professional surveyor will have with individual task orders. 4. Capacity to accomplish the work in the required time, including current and future workload. Include an equipment list, personnel available, and procedures used to ensure deadlines are met for your firm and/or proposed subcontractors. If using subcontractors for any part of the project work, specify what duties they would perform. 5. Location: Proximity to the project area and knowledge of local practices, records, and research. If your firm's office is not located within a reasonable proximity to the administrative boundaries of the Monongahela National Forest, indicate how you plan to provide services in a cost-effective manner. Submit a sample surveyor's report accompanied by a plat (suitable for filing in the public record) showing work performed on steep and/or forested mountain land, or other rural land. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size, geographic location of firm, specialized technical expertise, or other requirements listed. Following evaluation of the qualification and performance date submitted, the Government will negotiate unit pricing with the most highly qualified firm. If unit costs cannot be agreed upon with the most highly qualified firm, negotiations will be terminated and the next most qualified firm will be contacted for negotiation. This acquisition is set aside for small business concerns. The North American Industry Classification System Code is 541370 and the size standard is $14 million. All interested firms are advised that Registration the System for Award Management (https://www.sam.gov/portal/public/SAM/) is required prior to award of a contract. Solicitation packages are not available. Please submit two (2) complete copies of the SF-330 and other required information to USDA, Forest Service, Attn: Laura Ingram, 5162 Valleypointe Parkway, Roanoke, VA 24012, by 4:30 p.m. EST, September 13, 2012.
