Description
**PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. DESCRIPTION: This project involves the furnishing of all labor, supervision, equipment, tools, transportation, materials, and incidentals to repair two storm damaged road sites on two different National Forest system roads. This is an Emergency Relief for Federally Owned Roads (ERFO) project. The primary work items include placement of a riprap buttress, slide removal haul and disposal, installation of a non-permeable membrane, and roadway leveling. The contractor shall carefully examine the existing conditions and information, shall become familiar with the nature and location of the work, the conformation of the ground slopes and terrain, the nature of the soil and subsoil conditions, nature and extent of the materials that will be encountered during the construction operations and any existing site conditions that may affect the project, prior to the beginning of work. PROJECT LOCATION: The project area is located on the Ukonom District of the Klamath National Forest, administered by the Six Rivers National Forest in Township 13 North, Range 5 East, Section 13 and T14N, R5E, S32 along the Humboldt Meridian. Project lies within Siskiyou County near the town of Orleans, California. From Eureka, California travel Highway 101 north to Arcata and take Highway 299 east to the town of Willow Creek, and then take Highway 96 North to the town of Orleans. From here the project sites can be accessed by using Forest Route 15 (15N01, The GO Road, Eye-See Road), or by continuing up highway 96 north to just before Dillon Campground and using Forest road 14N69 (Sidewinder). PRICE RANGE: The price range for this project is between $25,000 and $100,000. CONTRACT TIME: The estimated start work date is September 24, 2012. Contract time is 14 calendar days from the effective date of the Notice to Proceed. BONDS: A Payment Bond or Irrevocable Letter of Credit (ILC) in the amount of 100% of the contact price will be required of the successful contractor within 10 days of award. SITE VISIT: A pre-bid meeting is not planned at this time. However, interested vendors are encouraged to visit the site. SET-ASIDE: This procurement is 100% set aside for small business. NAICS code 237310, with a size standard of $33.5 million average annual receipts. SOLICIATION DOCUMENTS: The solicitation will be issued as a Request for Quote requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about August 29, 2012. RESPONSE TIME: Request for Quote will be accepted at Northern California Acquisition Service Area, 3644 Avtech Parkway, Redding, CA 96002 NO LATER THAN 4:00 p.m. Pacific Daylight Time on September 6, 2012. Facsimile and emailed quotes will also be accepted on this date and time. CCR AND ORCA REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render the offer ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423, or via the Internet at http://www.ccr.gov//. Additionally, contractors must submit their representations and certifications in the Online Representations and Certifications Application (ORCA). Registration is at the following website: http://www.bpn.gov. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past. To register as an interested vendor, select Register as an Interested Vendor and follow directions on the site. The IVL is the only such list maintained for this procurement.
