This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than Friday August 17, 2012 by sending an e-mail to almeda_gaddis@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY:Native Village of Selawik DUNS: 612092861 FOR :Continuation of Biological Sample collection and Logistical support for Selawik River Inconnu Study ON:08/17/2012 NAICS:541712Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) AUTHORITY:8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source FAR 6.302-2 Unusual and compelling urgency. Determinations not to compete this proposed procurement were made because: Continuation of service the U.S. Fish and Wildlife Service seeks for the Native Village of Selawik to provide personnel and logistical support for the 2012 2014 sheefish age and abundance study to support the following research objective: Collect inconnu age structure and abundance data from male inconnu from the Selawik River spawning population. This activity will be performed for the Services, Fairbanks Fish and Wildlife Field Office, Fisheries and Habitat Restoration (FHR) Branch from August 20, 2012 through August 19, 2015. The Service is responsible for managing subsistence fishing on Federal conservation units. In 1980, Congress recognized the importance of sheefish by naming the species specifically for conservation in the Alaska National Interest Lands Conservation Act (ANILCA) (U.S. Fish and Wildlife Service 1993). Congress, in ANILCA, mandated that sheefish be maintained in their natural diversity and that opportunities for subsistence use be maintained as consistent with other purposes of the Selawik NWR. As a part of the management operations the Service conducts investigations about distribution, abundance and life history of sheefish and other fish species. This information is important to help determine the Selawik sheefish population structure and abundance. The Service provides this information to the Selawik NWR as well as state and federal fishery managers in the form of progress and final reports produced by the FHR Branch. Contracting with the Native Village of Selawik will benefit the Government in all phases of the sheefish age and abundance project and will result in the Services ability to better interact with the local community and provide insight into the biology of an important subsistence species on the Selawik River. The Village of Selawik is encompassed by the Selawik NWR. The Native Village of Selawik currently has persons with experience and local knowledge of the Selawik Lake and Selawik River navigation in the project area and skills for correctly identifying sheefish, collecting detailed fisheries biological information as well as traveling and navigating in harsh weather conditions. It is an advantage to the Government to work with Native Village of Selawik. This will result in reduced time learning the geography and travel logistics in the Selawik Lake and Selawik River area, will benefit from local logistics resources, and be a safer project as it will occur in conditions that demand local knowledge of travel and survival techniques. SUPPORTING INFORMATION The Native Village of Selawik has demonstrated the unique capacity and knowledge of sheefish identification, Selawik Lake and Selawik River geography and navigation, and safe travel methods in variable weather conditions. They are prepared to work cooperatively with USFWS personnel to safely collect, transport and deliver the age structure samples to the USFWS. The persons must be able to perform biological specimen collection in a safe manner. This may entail inventive on-site methods to accomplish sample collection goals. The sample collection needs to begin in early to mid-September to meet the temporal and spatial components of the project study plan and the Native Village of Selawik has the ability to meet the time constraint. Working with the Native Village of Selawik, a local entity, to conduct remote field biological sampling substantially improves operational safety, saves time, and saves money for the Government. By using a local vendor the specific needs of the project can be met with a minimum amount of delay and costs and a maximum of efficiency and safety. The Native Village of Selawik has extensive (15 years plus) experience collecting detailed and sensitive biological specimens at the project investigator and partner levels.
