Description
INTENT TO SOLE SOURCE SS-OIT-12-0114 Report Manager & Cort Manager Software Licenses The Department of the Treasury, Bureau of the Public (BPD) intends to issue a sole source award to Fidelity National Information Services (FIS) (formerly Metavante Corporation), 601 Riverside Avenue, Jacksonville, FL 32204 for maintenance on the following software license products: • Report Manager ISView Server Eng. License • Report Manager ISView Access License • Cort Manager MVS 3270 Eng. License • TREEV Run time License • Report Manager Core Eng. License • Report Manager MVS ES Link • Report Manager MVS 3270 Server • Issues on Tape (IOT) Custom Code • Report Manager Audit Module BPD utilizes Computer Output to Laser Disc (COLD) as a hardware/software solution for Write-Once Read Many (WORM) requirements. The software portion of COLD was developed by Metavante Corp. (formerly TREEV) and is designed for certain types of hardware infrastructures. An example is BPD's HP Surestore Optical 1200EX Jukebox and associated media. COLD offers WORM capabilities, as well as an array of reporting capabilities. There are also several mission-critical applications, such as IOT, Public Debt Accounting and Reporting System (PARS), Savings Bond Replacement System (SaBRe) and Registered Accounts System II (REGII), that have been programmed in conjunction with TREEV to utilize COLD, specifically. Any alterations to this code must be coordinated with the programmers at FIS/Metavante/TREEV in order to make the corresponding changes to the COLD software. No other source can match FIS/Metavante/TREEV's knowledge of the software code and custom-developed application interactions with z/OS and Windows. VECTOR:Connexion Vector:Connexion supports bank delivery of EDI-oriented payment and collection services including cross-border payments, healthcare payment and remittance processing, lockbox merge and payment/remittance re-association. Flexible setup options provide multiple, customer-specific processing criteria. Several Federal Program Agencies (FPA) use EDI (Electronic Data Interchange) an "old" form of ACH processing. One day, the Payment Application Modernization (PAM) system currently in development will pick up this process (i.e. incoming files have "EDI" as part of their dataset name), but until then Vector:Connexion is the only software available that may still be used. This product is still used on the execution library, and payments are processed as part of the legacy payment system Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 511210, size standard $25.0. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. Contractors should provide their DUNS, if applicable. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Responses to this notice must include sufficient evidence that clearly shows the vendor is capable of providing the requested software maintenance. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received no later than 2:00pm ET on August 27, 2012 and submitted electronically to PSB3@bpd.treas.gov, Attn: SS-OIT-12-0114 Michelle/GB, BPD shall make award on a sole source basis to Fidelity National Information Services (FIS). The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office and Adobe Acrobat compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
