- Woodstock Job Corps Center On-site services Adams and Associates, Inc., contracting for the Department of Labor, for the operation of the Woodstock Job Corps Center, a 505-student residential training facility located at 10900 Old Court Road, Woodstock, Maryland 21163. We are currently soliciting request for written quotes for the following on-site Service. BUILDING # 6 FLOOR REPLACEMENT DEFICIENCY # 81329 SCOPE OF WORK WOODSTOCK JOB CORPS CENTER I. Proposal Requirements Project: The intent of this scope of work is to demo and replace the existing floor in building #6 which has a deteriorated floor. Owner: US Department of Labor (DOL) Employment and Training Administration Center Operator : Adams and Associates, Inc. Mailing address Woodstock Job Corps Center at 10900 Old Court Rd, Woodstock MD 21163 Proposal Due Date: 2 weeks after site visit Evaluation Criteria: Cost Schedule and availability Prior history Experience Payment: The Center will make payment within 30 days of completion and acceptance of the project by the DOL A&E contractor. Site Visit Date: 8/22/2012 Contractor shall visit the site and familiarize himself with the condition under which the work will be performed. No allowance will be made for any error on the contractors part for failure to take into account any conditions or circumstance existing at the site which might affect the contemplate work. The fact that a bid is submitted will be taken as evidence that the contractor has full knowledge of the extent and character of the contemplate work and any problem to be encountered in the performing same. II. Project Description Scope of Project: Replace floor in b uilding # 6 which is currently sagging. III Specific Requirements: A preliminary design for cost estimating purposes has been provided by the ESC structural engineer as follows. The slab area is approximately 4800 sq. ft. and shall be a total depth of 4-1/2 inches on 1-1/2 inch deep steel non-composite deck. The slab and deck will be supported by 24k5 joist spanning 32 feet in the front section and 12K5 joists spaced @ 5 feet in the rear span of 14 feet. The areas to be renovated (walls and electrical outlets removed and reinstalled) are 1576 sq. ft. of office/storage/classroom and 200 sq. ft. of bathroom. The project requirements are as follows: The contractor shall provide design build construction drawings and specifications prior to construction.. Before the design development presentation (30%), the design-build contractor shall submit five (5) sets of drawings and project documents, design calculations, and cost estimates (CSI format) to Adams and Associates for evaluation. For the remaining submissions, the design-build contractor shall submit five (5) sets of drawings and project documents, as well as three (3) sets of design calculations. The design-build contractor is required to maintain the design-build schedule per the contract, and must indicate to the Adams and Associates ways and means to recover lost time due to delays. Remove all interior partitions except the mixing room wall, this section of the building is a relatively new construction and is not deteriorating. The stud wall setting on the foundation wall between the two floor spans is the original outside bearing wall before the back 12 foot span was added and shall remain also. Remove all molds and inspect all areas including walls and remaining floor systems. Remove and salvage all the bathroom fixtures. Remove the slab in the EST and brick laying vocational space and all the offices, classrooms and storage rooms along the rear of the building. Remove all wood joists and beams below the slab level to prepare for a new steel joists support system. Install new steel joist support system Reinstall floor and reconnect all mechanical, electrical and plumbing systems. Reinstall all fixtures and electrical devices to include heating and cooling controls and systems. Reinstall all bathroom fixtures and plumbing. The rest is open area for electrical and brick vocations. All areas shall receive VCT tile over the concrete except for the Brick vocational space. This area shall have a non-slip type concrete finish and be designed for 60 -80 psf. for additional capacity for brick and mortar loading. IV Center Rules and Requirements Center Regulations: Contractor and his employees shall abide by all of the Center's rules and regulations. There shall be no fraternization between contractor personnel and Job Corps Center students or personnel. The Contractor will be required to follow all Center safety and security requirements. Management of Jobsite: The Contractor shall maintain a clean and safe workplace that is secured at the end of each working day. The Contractor shall clear all deliveries with the Center's security personnel. Wage Rates: The bidders shall conform to the latest Service Act / Davis-Bacon prevailing wage rate decisions for the area. Schedule: Work will be scheduled with the Center Facility manager to achieve optimum service for the eradication of pest while maintaining all services to students in a safe and secure environment. V. Proposal Form The Contractor's proposal shall be submitted on their letter head with an accurate mailing address and contact information including Point of Contact (POC) email address, FAX number, and phone number. The contractor shall submit their proposal in a fixed price format. The Contractor shall submit the following information with the proposal: A list of materials and product data sheets proposed for use. References Copy of all licenses and certifications relevant to this proposal Proof of a valid Contractor's License for the State of Maryland Completed packet to be passed out at the walk thru VI. Warranty and Permits All materials, services and labor shall be warranted safe and dispersed in such a manner as to ensure the safety of staff and students and meet all food and environmental Federal, State and local Rules and Regulations. The contractor shall, at his own expense, procure all permits, certificates and license required of him by law for the execution of his work. Note: "THIS IS A SUBCONTRACTING OPPORTUNITY" Please note that a walk-through will be conducted on August 22, 2012 at 9:00 am. Contractors who intend to submit a bid for this solicitation MUST submit the following by e-mail to Brown.Denora@jobcorps.org or fax to 410-696-9401 for receipt by close of business (5:00PM EST) on August17,2012: (1) a positive statement of your intention to submit a bid for this solicitation as a Prime Contractor: (2) statement of bonding capability, to include single and aggregate totals: and (3) listing of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and points of contact including phone numbers. Failure to submit all information requested will result in a contractor being considered not interested in this solicitation. Estimated price range is "between" $170K - $210k Tentative advertisement date is August10,2012. PLEASE NOTE: The invitation for Bid (solicitation documents) will be available only for bidders who attend the walk-thru at the Woodstock Job Corps Facility scheduled on August 22, 2012 at 9:00am. Bids will be due by COB on September 12, 2012 at 5:00PM. Award will be posted once a contractor has been selected. Please note that Adams and Associates, Inc., reserves the right to reject any bids and select the bid deemed most responsible. Bidders should be aware of bid requirements for federally funded projects and act accordingly.
