- The U.S. Army Corps of Engineers intends to exercise option year one on a sole source contract, W911XK-11-C-0013, to Great Lakes Commission for Option Year one in support of the Great Lakes Tributary Modeling Program. This is a special notice for services. In accordance with the Federal Acquisition Regulation FAR 6.302-1 Only one responsible source available, and no other suppliers or services will satisfy agency requirements. The scope of the work includes support of the Great Lakes Tributary Modeling Program that the Great Lakes Commission (GLC) will facilitate coordination with the Buffalo, Chicago and Detroit Districts, Engineering Research and Development Center, and the Lakes and Rivers Division on program implementation between the Corps and representative of key agencies from each of the eight Great Lakes states; facilitate coordination between the Corps and 209 soil and water conservation districts within the Great Lakes Basin; facilitate coordination between the Corps of Engineers and the U.S. Department of Agriculture funded Great Lakes Basin Program for Soil Erosion and Sediment Control; facilitate coordination between the Corps and the International Joint Commission, USDA-Natural Resources Conservation Service, the U.S. Environmental Protection Agency. The GLC will coordinate with local, state and federal agencies and non-governmental agencies and coordinate with these groups at specific watersheds in the planning, development and application of models; support. The GLC will facilitate public outreach of the authority by preparing and distributing informational materials on the program. The GLC will update and maintain the program web-site. The Government intends to negotiate a firm-fixed price contract on a sole source basis with the GLC. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 14:00 hrs Eastern Time Zone on 23 Aug 2012. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
