Description
I. SUMMARY This is a Request for Information (RFI) to evaluate the government developed Draft Mission Effectiveness Analysis (MEA) Tool. It is NOT a Request for Proposals. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The intent of this RFI is to have prospective offerors evaluate and comment on the tool prior to any potential improvements and/or implementation. The classification of the tool is SECRET/NOFORN. The UCLASS program will be releasing an RFP soon for the Navy's first operational unmanned vehicle that will launch and recover from an aircraft carrier. The UCLASS Program Office has developed a Draft MEA Tool to assess advanced UCLASS concepts and capabilities to provide enhanced ISR/Strike mission effectiveness to the fleet. It is a Microsoft Office Excel based tool supported by data derived from a relational database of various government warfare analysis models. The Draft MEA Tool will allow qualitative and quantitative measures of effectiveness trades to be made for each UCLASS Design Reference Mission (DRM). The user will be able to input various air vehicle parameters in order to conduct the mission effectiveness trades. The tool will have variable inputs for minimum, maximum and weighting values that will rank alternatives based on user inputs. The Draft MEA Tool provides a common modeling & simulation environment for an unbiased comparative assessment. For this RFI, all input values are variable with a maximum and minimum value, however, in the future, the minimum, maximum and weighting values will be fixed. II. CONTENT OF RFI RESPONSE Non-proprietary responses to this RFI shall be from prime contractors with end-to-end solutions and are requested to provide the following: 1. Strengths and weaknesses of the Draft MEA Tool Methodology. 2. Strengths and weaknesses of the Draft MEA Tool documentation. 3. Strengths and weaknesses of the Draft MEA Tool models and availability. 4. Recommendation of potential Draft MEA Tool improvements. III. SECURITY AND SUBMISSION INFORMATION The Draft MEA Tool is SECRET/NOFORN and requires issuance of a DD-254 for transfer to Industry teams. Additionally, the Government anticipates a comprehensive response to this RFI which may contain CLASSIFIED information. To the extent practical, responses should be UNCLASSIFIED, complemented by CLASSIFIED appendices, as required. Parties interested in responding to the RFI must submit a statement of interest no longer than two pages to Mr. John Antol no later than 17 August 2012, with the following additional data in order to verify credentials: 1. CAGE code. 2. POC name and telephone number to contact for any necessary clarification, to receive additional information, for additional data required by the analysis, and for information on any necessary non-disclosure agreements. 3. Describe your company's ability to manage, secure and transmit information up to the level of classification required. Upon verification of credentials, an information package including the Draft MEA Tool will be provided to qualified respondents. Companies are to adhere to the National Industrial Security Program Operating Manual (NISPOM) procedures for the transmittal of classified responses. Company responses should clearly indicate the Draft MEA Tool strengths, weaknesses, and overall assessment and include a one page (maximum) executive summary, with no limit on the detailed content. Companies are not limited to a single response. Submissions are required no later than 21 September 2012. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government.
