Description
Consulting RFQ SCOPE OF WORK A. OBJECTIVES: The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Regional Office (PIRO) is responsible for the conservation and management of our nation's living marine resources in the Pacific Islands Region including their ecosystems, through leadership and participation in domestic and international activities. PIRO has evolved significantly since establishment in 2003 and operating under their Strategic Plan 2005-2010. PIRO must update this strategic plan, however, the organization's successes have not yet been determined nor has the full magnitude of the organizational problems been fully understood. These factors, along with the changes in the operating landscape (e.g. budget restrictions) and initiatives of the Administration, require a thorough assessment. Additionally, any new strategic direction must be well-integrated with constituent needs and reflect the unique geographic and cultural setting of operations. In order to identify a more complete and thorough scope of work for this planning initiative, an organizational assessment will be performed. The contractor shall provide expertise, professional services, and products in support of the PIRO mandates and strategic mission. The contractor tasks shall include evaluating PIRO's organization, analyses, and reports related to PIRO's strategic focus by conducting interviews with appropriate PIRO, NMFS, NOAA, other federal and state agencies and other stakeholders; documentation of these interviews and reports (draft and final). B. SCOPE OF WORK DETAILS: 1.0 Develop assessment methodology and interview protocol. • In-person or telephone interviews (30 min to 1 hour in length) with the approximate 50 NMFS and NOAA managers and employees and document findings in a summary format. • In-person or telephone interviews (30 min to 1 hour in length) with no more than 15 key external stakeholders and document findings in a summary format. 2.0 Prepare and submit draft plan for review. 3.0 Meet with Regional Administrator/Deputy RA to discuss, refine and finalize plan. 4.0 Conduct assessment following the approved methodology and interview plan. 5.0 Provide monthly status reports and make refinements as discussed and approved. 6.0 Present summary of assessment and preliminary recommendations. • Identify, from a strategic perspective, key themes in the problem areas that the interviewed believe impact PIRO performance and organizational outcomes. • Present initial findings from interviews and early analysis to Regional Administrator/Deputy RA to identify or clarify organizational, functional and reporting structure issues. 7.0 Provide final written summary, key findings and recommendations. C. PERIOD OF PERFORMANCE: The desired start date is not later than 15 September. The expected period of performance is 120 days. The Contractor shall adhere to the following general timeline: 15 days Draft assessment methodology, interview plan and schedule submitted. 30 days Final plan submitted 60 days Status report provided 75 day Interviews completed 90 days Summary Presentation provided 120 days Written Summary and recommendations provided E. DELIVERABLES: The final deliverable will be a written Final Assessment (including interview summaries) F. RESPONSIBILITIES OF GOVERNMENT: Locations of interviews will be mutually agreed upon by both parties. The Pacific Islands Regional Office will accommodate scheduling of interviews with employees and external stakeholders. PIRO is responsible for providing necessary information, data and documentation to facilitate the Contractor's performance of the work, and will provide such additional assistance and services as is specifically set for in the scope of work. G. EVALUATION CRITERIA: The vendor performing the work must show significant (> ten years) experience in performing organizational effectiveness and efficiency assessments and strategic planning services. Preference will be given to those with demonstrated experience in ability to interpret government policy, regulations, and directives and to incorporate those interpretations fully and legally to all activities described in this SOW. Additionally, the vendor must be able to communicate effectively, both orally and in writing.
