- Question: Are there any restrictions to the number, type, or size of firms that can be added to the BPA contract through teaming agreements? I understand that the small business would need to be the ?prime? contractor. No there is no restrictions Question: I understand that the SB prime must perform >50% of the labor on this type of contract. Is the >50% measured at the contract level or on each task order that is issued under the contract? Answer: A Blanket Purchase Agreement is not contract just a prearranged agreement with a contractor. The contractor does not enter into a contract with the EPA until work is ordered through a contracting vehicle such as the Task/Delivery Order. Therefore the 51% on the direct labor hour cost must be performed at the Task Order level. This is a Request for Quote (RFQ) under NAICS 541620 and is designated as a total Small Business Set-aside under FAR part 19. The purpose of subsequent Blanket Purchase Agreement (BPA) will be to provide Region 1s Office of Ecosystem Protection with technical and support services in order to implement some of the Clean Water Act (CWA) core programs as more fully described in the Performance Work Statement (PWS). These services will also be available to the States and Tribes within Region 1 who are responsible for implementing the core water programs. The Government intends to single award BPA for the task areas outlined in the attached Performance Work Statement (see Attachment 1.) The anticipated period of performance for BPA award will be for 5 years (60 months). For quotation preparation purposes, vendors should assume a BPA start date of 10/01/12. Responses must be submitted via e-mail and postal mail to the Contracting Officer at jones.percy@epa.gov, no later than 08/30/2012 by 2:00 pm EST. All inquires and questions regarding this requirement shall be submitted via e-mail to jones.percy@epa.gov no later than 08/16/2012 by 4:00pm EST.
