- SOURCES SOUGHT This is a "Sources Sought" announcement only. It is neither a solicitation announcement, request for proposal, nor a request for quote. The singular purpose of this sources sought is market research to determine how many and what type of businesses are capable of performing the below described services and to determine whether or not a set-aside and which type may be appropriate. If your company directly provides the below services, not through a subcontracting or similar arrangement, please contact this office and let us know if you are interested in performing. If you do not disclose your business size/status, we will consider your firm to be a Large Business concern. Additionally, if your declare status as either a "Service Disabled" or "Veteran Owned" Small Business Concern, you must ensure that you are properly vested and certified in the Department of Veterans Affairs registry listed at: https://www.vip.vetbiz.gov/. If you are not currently listed, you may not declare the respective business classification. Also, ensure that you are properly registered in the "Central Contractor Registration," listed at: https://www.bpn.gov/ccr/. If you are already loaded in these sites, ensure that you verify your date(s) of certification to ensure you are able to propose of future opportunities. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 562111. The applicable size standard is $12.5 million. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must now be registered in the System for Award Management (SAM) at www.sam.gov and complete your company's Online Representations and Certifications Application (ORCA). Again, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry at http://vip.vetbiz.gov. Respond by email to: Gregory.Manning2@va.gov or by mail to: Southern AZ VA HealthCare System, SAO-W/VISN 18 Contracting Division, 3601 S. 6th Avenue, Bldg 48 (Rm 108), Tucson, AZ 85723 A brief description of the required services follows: STATEMENT OF WORK (SYNOPSIS OF SERVICES) "REFUSE AND RECYCLING SERVICES" AT PHOENIX, PRESCOTT, AND TUCSON ARIZONA SCOPE OF WORK: 1.0. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform refuse collection and recycling services at the Phoenix Veteran's Affairs Healthcare System (PVAHCS), Phoenix AZ VA campus, the Prescott Veteran's Affairs Healthcare System (NAVAHCS), Prescott AZ VA campus, and the Southern Arizona Veteran's Affair's Healthcare System (SAVAHCS), Tucson AZ VA campus. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations. Specific Department of Veteran's Affair's Refuse/Recycling Service Standards are found in Appendix A. Estimated workload factors and historical estimated frequencies are found in Appendix B(1) for the PVAHCS, Appendix B(2) for the NAVAHCS, and Appendix B(3) for the SAVAHCS. Route maps and dumpster locations can be found in Appendix C(1) for the PVAHCS, Appendix C(2) for the NAVAHCS, and Appendix C(3) for the SAVAHCS. 1.1. Collection Requirements 1.1.1. Refuse and Recycling. The contractor shall empty containers when they are at least 80% full, but before their capacity is exceeded. The contractor shall establish vehicle routes and collection schedules. They are to be submitted to the Contracting Officer five (5) calendar days prior to start of contract performance. The contractor may propose adjustments to the schedule at any time, but as a minimum the Contracting Officer's Representative (COR) and the contractor will monitor fill capacities during the first 30 days of performance and at one other time to be agreed upon during each performance period. COR must be notified of pickup schedule and haul route changes. The contractor shall pick up all litter, waste, and recyclable material on the ground within a 10 foot radius of the container. For recycling containers, the contractor shall be responsible for removing contaminates (non-recyclable material) from the containers. (see section 1.2) * * * Continued * * *
