- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of potential Service-Disabled Veteran-Owned Small Business (SDVOSB) vendors to execute two (2) Security Enhancement projects at the Salisbury VA Medical Center. This Sources Sought notice is for information and planning purposes and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The NAICS Code is 561621. Interested SDVOSBs are encouraged to respond to this notice. The purpose of this Sources Sought notice is to identify qualified SDBOSB concerns that are interested in and capable of providing the work herein. The VA may or may not award a contract on the basis of responses. The VA will not pay for the preparation of any information submitted. as a result of this notice. The primary objectives to be accomplished under this procurement are to provide: Project A: Access Control/ Card Readers (External Doors for Facility Lock-Down) and Project B: PACS/ Intrusion Detectors (Telecommunications- Data Closets). Both of these projects are at the VA Medical Center located in Salisbury, North Carolina. PROJECT A: Access Control/ Card Readers (External Doors for Facility Lock-Down) The objective of this project is to provide the necessary equipment/system to allow Veterans Affairs Police from its Police Dispatch Center to have the means to quickly lock down buildings, by either all buildings at once, individual buildings, or groups of buildings identified in zones by the use of a computer. The contractor will provide and install an access control/card readers on specified doors in the facility. The system will consist of Proximity Readers at pre-determined locations on the exterior and interior throughout the facility. These readers will be hard wired and networked to a computer, provided by the contractor, in the police dispatch office. Contractor will provide equipment and materials necessary to connect the readers to those computer(s) located in the police dispatch office. The contractor is required to place or upgrade PACS equipment at the Salisbury VA in order to bring them into compliance with VA's enterprise PACS requirements; to identify the equipment, software, and data deliverables that are required from the contractor; and to identify applicable requirements and/or restrictions. Vendor shall provide all labor, equipment and material required to mount, provide power to, and install proximity readers, associated hardware and associated replacement door hardware as needed. Vendor is responsible for providing electrical power as needed per NEC. Vendor will utilize nearest appropriate power branch circuit having adequate capacity to provide required service. Under no circumstances is vendor to utilize and lighting branch circuit or switch-leg for power. All wiring shall be enclosed in EMT conduit, properly installed per NEC with compression fittings. PROJECT B: PACS/ Intrusion Detectors (Telecommunications/ Data Closets) The objective of this project is to fit each commercial telecommunications/ data closet with an Intrusion detection system. In addition, each closet shall be fitted with a PACS system. The contractor will provide and install an access control/card readers and intrusion detection systems in specified rooms in the facility. The system will consist of Proximity Readers and Intrusion detection System at pre-determined locations. These readers/ intrusion detector will be hard wired and networked to a computer, provided by the contractor, in the police dispatch office. Contractor will provide equipment and materials necessary to connect the readers to those computer(s) located in the police dispatch office. The contractor is required to place or upgrade PACS equipment at the Salisbury VA in order to bring them into compliance with VA's enterprise PACS requirements; to identify the equipment, software, and data deliverables that are required from the contractor; and to identify applicable requirements and/or restrictions.
