- THIS IS A REQUEST FOR INFORMATION ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, REQUEST FOR PROPOSALS, QUOTES OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH THE SUBMISSSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO THE INTERESTED PARTIES FOR REPONSES. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Aberdeen Proving Ground, MD 21005, on behalf of the Project Manager Electronic Warfare (PM Electronic Warfare), is conducting a Market Survey to identify potential sources for the procurement of cyber capabilities. Background and Description: This Request for Information (RFI) by the Army seeks industry feedback on cyberspace capabilities and approaches to meet future strategic and protected cyber needs. More specifically, information is sought on existing technical capabilities to deliver and defend against effects with robust and mature capabilities that exploit, deny, or manipulate. The PM Electronic Warfare operates at the Top Secret/Sensitive Compartmented Information (TS/SCI) classification level. The proposed acquisition is for a 5-year Multiple Award Task Order Contract (MATOC) Indefinite-Delivery/Indefinite-Quantity (IDIQ). The Government is requesting contractors provide sufficient information in the form of a white paper which demonstrates that the contractor can develop and perform cyber capabilities. Interested sources are requested to submit a brief summary of Capabilities and Business Structure to include information such as company size, past performance information, in-house capability versus outside resources (i.e. subcontractors), facility security classification currently held, and pertinent points of contact. Any potential sources will require properly accredited Top Secret/Sensitive Compartmented Information (TS/SCI) facilities, with adequate TS/SCI cleared personnel to manage and support any efforts that may result from this Request for Information. A copy of facilities' accreditation is to be submitted. Submission of proprietary and other sensitive information shall be marked and identified with disposition instructions. Submitted material will not be returned. All submissions must consist of two CD ROMs of all material in Microsoft Word (1-inch margins and 12 point Arial or Times New Roman font), and/or Adobe PDF mailed to Room C1-323, 6001 Combat Drive, Aberdeen Proving Ground, Maryland 21005. Label each CD ROM clearly with: RFI # W15P7T-12-R-CT05, respondent organization, and POCs. The page limitation for the Statement of Capabilities package is 15 pages, including figures & tables. All submissions must be received no later than 31 August 2012. Responses shall not be above the level of SECRET. Both large and small businesses are encouraged to apply. Small business concerns that comply with the aforementioned NAICS classification standard are encouraged to respond, indicating their status under the subordinate subcategories, if applicable ( i.e., small disadvantaged small business, women-owned small business, service disabled veteran owned small business, etc.). The information provided and received in response to this announcement is subject to the conditions set forth in FAR 52.215-3 -- Request for Information or Solicitation for Planning Purposes.
