Description
Justification and Approval This proposed action is for the award of a new One (1) Year, Firm-Fixed-Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for the procurement of Commercial Off-the-Shelf (COTS) of SolarWinds software new licenses and software maintenance renewal for new licenses and existing SolarWinds perpetual software licenses. The total estimated price of the proposed action is $10.5M. Solarwinds is the exclusive developer and manufacturer of the Solarwinds perpetual products/licenses. However, Solarwinds has numerous resellers that are able to provide Solarwinds perpetual software maintenance. Replacement of the SolarWinds product from the PM WIN-T software baseline would result in extensive developmental efforts to re-engineer the PM WIN-T software components, followed by production and certification testing efforts. These efforts would result in increased costs for the government in the amount of approximately $5M, largely to conduct research, development, and additional testing with a new software product to ensure compatibility with the baseline configuration. Additionally, the re-engineering process would take approximately two (2) to three (3) years to complete, thus posing delays to fielding requirements. Failure to renew this software maintenance will result in a shutdown of the PM WIN-T fielded systems until new network management products are completely tested and the software is recertified by Joint Technical Integration Center. Without this maintenance, the availability of valuable intelligence information to battlefield commanders will be severely reduced, which could result in serious injury or loss of life to Warfighters
