- Justification and Approval This action is for a Firm-Fixed-Priced Purchase Order for Simple Network Management Protocol-Console (SNMPc) Software Army Site software maintenance and support. This effort will consist of three ordering periods for SNMPc software maintenance and support, and new software licenses and maintenance support. The total estimated price of the proposed action is $6.5M. The proposed source for this action is Castle Rock Computing, Inc. (Castle Rock), 12930 Saratoga Avenue, C6, Saratoga, CA 95070. Castle Rock developed and owns the software code for the SNMPc. These products are Commercial-Off-The-Shelf (COTS) items, and the technical data for all the SNMPc products is proprietary to Castle Rock. Consequently, without knowledge of the software code, no other source can effectively provide software maintenance on the SNMPc products. Replacement of the SNMPc products from the PM WIN-T software baseline would result in extensive developmental efforts to re-engineer the PM WIN-T's software components, followed by production and certification testing efforts. This would result in substantial delays of 12-18 months in fielding PM WIN-T software. Additionally, this would result in duplication of cost of at least $6M that would not be recovered through completion. Failure to acquire the software licenses and associated maintenance will result in an inability to field software required for the PM WIN-T until new network management products are completely tested and the software is recertified by the Joint Technical Integration Center. This would reduce the availability of valuable intelligence information to battlefield commanders, which could result in serious injury or loss of life to Warfighters.
