Description

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Crane Division, Naval Surface Warfare Center intends to issue a 5 year Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract on a sole source basis to FLIR Systems, Inc. (FSI), 25 Esquire Road, N. Billerica, MA 01862 for SEE SPOT III and variants thereof, PIO/spares, and repairs. This contract will in accordance with the procedures authorized by FAR SubPart 12 and will be placed in accordance with the statutory authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated contract award date is March 2013. The period for the contract is for five years. The basis for restricting competition is the proprietary information of FSI and duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency ™s requirement through any other source. This synopsis is issued to advertise the five year FFP IDIQ contract and requirements that will be met through orders placed against the contract for a five year period from the Government and for Foreign Military Sales (FMS). Since this is sole source procurement, a solicitation will not be posted to the internet. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Contractors must be properly registered in the Government's Central Contractor Registration (CCR) and in the Joint Certification Program (JCP) in order to receive the solicitation attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. The attachments will be posted to FBO at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date will be posted to FBO and NECO. It is the responsibility of interested vendors to monitor FBO and NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
