- This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures & FAR Part 15, Contracting by Negotiation. The U.S. Fish & Wildlife Service intends to award a firm fixed price purchase order for Janitorial Service at the Pocosin Lakes NWR for a period of one year and five option years. This procurement is issued as a set-aside exclusively for small business concerns and any quotations received from concerns other than small businesses will not be considered for award. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 with a small business size standard of $16.5 Million. The solicitation number for this requirement is F12PS00823 and it is being issued as a Request for Quote (RFQ). The solicitation documents and incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2005-58. The solicitation package will be available via electronic commerce at http://www.fedconnect.net and http://www.fbo.gov on or about August 7, 2012, with quotes due on or about August 14, 2012 and the anticipated award date of the contract is August 21, 2012. No telephone requests for the solicitation will be accepted. This solicitation will NOT be available in hard copy. The electronic package will consist of separate files for the standard form used for the submission or your quote, performance work statement, and the prevailing wage determination. The Offerors are required to submit RFQ by email to jamese_promise@fws.gov. Please ensure you have a complete downloaded solicitation package before submitting your Quote. It is the contractor's responsibility to ensure that they receive all appropriate solicitation documents to submit a competitive Quote. It is the Offerors responsibility to periodically check for any amendments to this solicitation The Federal Government requires that you have a DUNS number and be registered in the System for Award Management (SAM) in order to do business. If you were actively registered in CCR (Central Contractor Registration) & ORCA (Online Representations & Certifications Application), your information has migrated to SAM (see www.sam.gov for migrating vendor information). You must be fully and actively registered in SAM. If you fail to comply with this requirement, you will lose consideration for contract award. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov. The Contractor must use the IPP website to enroll, access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer. One (1) Award will be made to the Lowest Priced Technically Acceptable offeror with Technical Capability, Staffing Capability, Quality Assurance Plan, Past Experience, and Past Performance being the considerations. This notice does not obligate the government to make an award nor does it obligate the government to pay for any quotes preparation costs.
